MINUTES OF THE TWENTY SIXTH MEETING OF THE PENSION 1. Minutes of meeting of 8 July 2004 PRESENT: Mr D Watson APOLOGIES: Mr J Dallat IN ATTENDANCE: Mr T Evans, Mr E Hobson, Mr G Ballantine (GAD), Mrs K McCartney (Agenda Items 1), Mr J Gibson and Mr M Baird (Procurement Office). 1. Minutes of meeting of 8th July 2004 were agreed The Minutes of the meeting of 8th July 2004 were agreed subject to an amendment to Item 4 line 6 to read, “That the evaluation panel will consist of all available Trustees and Mr Grant Ballantine, Government Actuary Department”. The chairman welcomed everybody to the meeting and thanked staff for their administrative support. The evaluation panel received an update from Mr Gibson, Head of Procurement on the number of expressions of interest received, the number of tenders returned by the deadline and the Tender evaluation process. SCORING METHOD After a brief discussion the evaluation panel agreed to use an agreed panel score. FINANCIAL CONSIDERATIONS The evaluation panel agreed to deal with this item together with the analysis to tenders. The evaluation panel also discussed the quality of the tenders received and agreed: To exclude two tenders as they were not technically compliant with the Statement of Investment Principles. A discussion took place in which each tender was evaluated and scored using the evaluation criteria agreed at the meeting of 8th July. The sum of the cost and quality scores produced a preferred bidder. The evaluation panel agreed to seek a presentation from the preferred bidder to specifically deal with issues of clarity in their tender. The evaluation panel agreed to meet on Wednesday 13th October 2004 to receive a presentation from the preferred bidder. The Trustees agreed that the evaluation panel should remain as it is and that the other two Trustees would be invited to attend the presentation. |
