RD 16/02 (2) Proceedings of the Regional Development Committee Minutes of meeting held in public session on Wednesday, 8 May 2002 in room 135, Parliament Buildings 1. Minutes of last meeting Present were: Apologies: Absent: In Attendance: The meeting was called to order at 10.53am. The minutes of the meeting held on 1 May 2002 were agreed. 2. Regional Transportation Strategy The Committee considered correspondence from the Department summarising the main issues arising out of the feedback from the proposed Regional Transportation Strategy consultation exercise which ended on 16 April 2002. Agreed: Officials from the Department should be invited to make a more detailed presentation to the Committee at the meeting on 22 May 2002. 3. Public meeting in Ballymena on 22 May 2002 Mr Savage joined the meeting at 11.13am. The Committee discussed the format for the proposed all day meeting in Ballymena on 22 May 2002. Agreed: The Committee agreed to proceed on the following basis: - A public Committee meeting to be held in the Tullyglass House Hotel commencing 10.30am. - A short visit to a nearby site to look at the condition of water infrastructure in the area. The Clerk will liaise with the Department to finalise the arrangements. 4. Attacks from bridges over the M2 motorway The Committee considered correspondence from Mr Jim Wilson, MLA regarding attacks from bridges over the M2 motorway. Mr Wilson had written to the Minister to ask what measures he proposes to take to provide safer driving conditions under the bridges of the M2 motorway, however, he was disappointed with the Minister's response. Agreed: (i) To obtain information from the Department on the number of incidents of this nature and their frequency. (ii) To consider the matter further when the information has been received. (iii) To write to Mr Wilson to advise him that further information is being sought from the Department in relation to this matter. 5. Revised Draft Strategy in Support of the Voluntary and Community Sector The Committee noted the Department's final draft strategy in Support of the Voluntary and Community Sector for inclusion in the NICS strategy which is expected to be published in May 2002. Mr Ervine left the meeting at 11.36am. Members were reminded about the departure time for today's visit to Wales. 7. Executive Programme Funds - Infrastructure Fund Bids The Committee considered a memo from the Clerk to the Committee of the Centre, regarding the lack of adequate consultation by Departments on the current round of applications for funding under the EPF Infrastructure Funds. Agreed: The Clerk to respond to the Committee of the Centre outlining the Regional Development Committee's experience of the consultation process. 8. Proposed Coleraine Harbour Order The Committee considered a consultation document on the proposed Coleraine Harbour Order (known as the River Bann Navigation Order). The Committee noted the proposal to introduce the Order. Agreed: To discuss further when the outcome of the public consultation exercise is known. The Committee discussed correspondence from Belfast City Councillor Alan Crowe, which raised concerns about the Department's policy in relation to the erection of gates at entries. Agreed: The Chairman to write to the Minister seeking clarification on departmental policy. 10. Glas Cymru - Presentation by Mr Jamie Delargy Mr Jamie Delargy from UTV joined the meeting at 11.51am and gave a presentation and answered members' questions on his recent visit to Glas Cymru (Welsh Water). The Chairman thanked Mr Delargy for attending the meeting and he left at 12.35pm. The next meeting is scheduled for Wednesday, 15 May 2002 at 10.30am in room 135, Parliament Buildings. The meeting adjourned at 12.35pm. |
