Mr Andrew Mackersie Dear Mr Mackersie At its meeting on Thursday 18 April 2002, the Committee for Employment and Learning debated the paper on the House of Lords Select Committee on the Constitution's Inquiry into the working of devolution and considered the request to submit evidence to the Inquiry. It was agreed that I should write with respect to the overlap, inter-relationship, inter-dependence and subsequent confusion that exists in respect of who is responsible for employment legislation.
