News Release MINISTER DURKAN ENCOURAGES NEW THINKING IN THE CONSTRUCTION INDUSTRY 22 November 2001

Mr Mark Durkan, MLA, Minister of Finance and Personnel, today called on those working in public sector construction procurement to focus on new working practices.

Addressing an audience of over a hundred delegates, at the 'Rethinking the Construction Client – the National Debate' in the Kings Hall, Belfast, Mr Durkan said: "A vibrant, efficient and innovative construction industry is essential both in terms of its contribution to the local economy and its ability to give the client what he wants. To help bring this about, the public sector client needs to develop new ways of working."

'Rethinking the Construction Client - the National Debate' is one of 12 road shows taking place across the UK to promote regional discussion of the way forward for the construction industry, following the recommendations from Sir John Egan’s 1998 Report, 'Rethinking Construction'.

Mr Durkan stressed the need for the public sector to get the maximum value from each pound spent and that the most effective way of doing so was by adopting the best practice principles embodied in the 'Rethinking Construction' initiative.

"A best practice client expects well designed projects, providing best value in whole life terms and projects that are delivered in a safe, efficient and sustainable way," said Mr Durkan.

In his closing remarks Mr Durkan said: "It is important that we break with the old adversarial culture, which has dogged construction in the past and embrace new ways of working, which focus on openness, teamwork and commitment."

During the past two years, teams of Private Sector Consultants and Contractors have been working with Clients, mainly in the public Sector, to demonstrate that the new ideas actually achieve results.

Mr Durkan concluded by presenting certificates to representatives of some 30 organisations, which have been involved with Demonstration Projects under the guidance of the Movement for Innovation (M4I), a body set up by Government to implement the Egan Report.

  1. The background to this event lies in Sir John Egan’s 1998 report 'Rethinking Construction' which examined the scope for improving the quality and efficiency of UK construction. Egan called for commitment from Government to create and sustain the environment needed to enable dramatic improvements in construction performance, and encourage the public sector to become best practice clients.
  2. 'Rethinking Construction Client - the National Debate' represents a continuation in the process of taking forward the Egan agenda. It is one of a series of regional events aimed at spreading the Egan message to both public and private sector.

To ask the Minister for Social Development to summarise the findings from the external reports of the Egan contract that is used by the Housing Executive; and to place a copy in the Assembly Library.

Neither the Housing Executive nor the Department for Social Development are aware of any reports being carried out on the Northern Ireland Housing Executive’s Egan contract.

To ask the Minister for Social Development (i) if she considers the Egan form of contract to be a saving to the taxpayer in terms of heating installations; and (ii) what the spend is on an average oil heating and gas installation since the conversion in 2001 from solid fuel to oil and gas.

It is estimated that the Egan form of contract has resulted in savings of 8% per annum, plus further savings of £0.5 million in administration costs per annum. The average cost of all heating installations is set out in the table below:-

To ask the Minister for Social Development to list those contractors that the Northern Ireland Housing Executive (NIHE), under the Egan Initiative, has determined unsuitable for the award of tenders in any forthcoming NIHE schemes, due to poor delivery of work in previous schemes.

Under the Achieving Excellence in Construction (Egan) initiative, the Housing Executive is currently procuring a Framework Contract of three to five firms to undertake its Revenue Replacement/

External Replacement programme. This procurement is regulated by Public Contracts Regulations 2006. Tender documents issued to 13 contractors and completed tenders were to be received by the Housing Executive on 5 July 2007. The Housing Executive intends to award the Framework Contract in autumn 2007. I have asked the Housing Executive to provide you with the information requested when this procurement exercise has been completed.

A review of the maintenance investment requirements for NIHE stock is underway. This will include requirements to meet decent homes standards. A stock condition survey is being commissioned by DSD to assist in the review. The results of the survey are expected in May 2009.

Mr D Simpson (DUP - Upper Bann) To ask the Minister for Social Development what budget she has allocated to the Housing Executive to enable it to meet its decent homes target by 2010.

The Housing Executive has been allocated £52m for decent homes for the financial year 2008/09.

Budget allocations for 2009/10 and 2010/11 have not yet been decided.

Mr J Shannon (DUP - Strangford) To ask the Minister for Social Development why there was a reduction of almost £4 million in the Housing Executive maintenance budget from 2006-07 to 2007-08, which remains unchanged in 2008-09.

The Housing Executive is required to prioritise its funding allocation from central government on an annual basis to address areas of greatest need. However, programmes for maintenance and improvement have been allocated with a target to bring all properties up to Decent Homes standard by 2010.
