Private Members’ Business - Motions
Motion: Youth Services Budget
That this Assembly expresses its concern at the 8% reduction of the Youth Services budget for the year 2008/2009; calls on the Minister of Education to redirect resources from within her budget to make good the cuts which she has proposed in the draft Education budget; and believes that Youth Services would have greater long-term security with local councils after the Review of Public Administration.

The Speaker has selected the following amendment(s) for debate:
Amendment 1: Leave out ‘8%’; and leave out all after ‘2008/2009’ and insert:
‘regrets the absence from the budget of a cross-cutting fund for children and young people which could be topped up with in-year monitoring reallocations to support youth services and other projects; and calls on the Minister of Finance and Personnel, the Minister of Education, and the Executive to give appropriate priority to the Youth Services budget in in-year monitoring rounds.’

Motion: Exploitation of Migrant Labour and Human Trafficking
That this Assembly expresses concern at the exploitation of migrant labour and the growth of human trafficking; and calls for the ratification of the 1990 United Nations Migrant Rights Convention and the 2005 Council of Europe Convention on Action against the Trafficking in Human Beings.

Amendment 1: Insert after ‘Assembly’:
‘recognises that immigration is good for Northern Ireland and positive for the vast majority of immigrants;’
and insert in line 2 after ‘trafficking’:
‘calls on the Minister for Employment and Learning to introduce a proactive programme of protecting the workplace rights of migrant workers in Northern Ireland;’
