The Assembly met at Noon, The Speaker in the Chair

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Matters of the Day

2.1 The Saville Report

Mr Raymond McCartney made a statement, under Standing Order 24, in relation to the Saville Report. Party representatives were also called to speak on the matter.

2.2 Aughnacloy Bomb Alert

The Lord Morrow made a statement, under Standing Order 24, in relation to the Aughnacloy Bomb Alert. Party representatives were also called to speak on the matter.

3. Speaker’s Business

The Speaker informed Members that Mr Paul Frew had been returned as a Member of the Assembly for the North Antrim constituency to fill the vacancy that resulted from the resignation of Mr Ian Paisley Junior.

Mr Paul Frew had signed the Roll of Members on 21 June 2010 in the presence of the Speaker and the Clerk/Director General. The Speaker confirmed that Mr Paul Frew had signed the Roll and had entered his designation of identity.

4. Executive Committee Business

4.1 Motion - Suspension of Standing Orders
Proposed:

That Standing Orders 10(2) to 10(4) be suspended for 21 June 2010.

Minister of Finance and Personnel

The Minister of Justice moved the motion on behalf of the Minister of Finance and Personnel.

4.2 Statement - Review of the Conditions of Detention, Management and Oversight of all Prisons

The Minister of Justice, Mr David Ford, made a statement to the Assembly regarding the Review of the Conditions of Detention, Management and Oversight of all Prisons, following which he replied to questions.

4.3 First Stage - Welfare of Animals Bill (NIA 28/09)

The Minister of Agriculture and Rural Development, Ms Michelle Gildernew, introduced a Bill to make provision about animal welfare.

Bill passed First Stage and ordered to be printed (NIA Bill 28/09).

4.4 First Stage - Transport Bill (NIA 29/09)

The Minister for Regional Development, Mr Conor Murphy, introduced a Bill to make provision relating to public passenger transport and ancillary services; and for connected purposes.

4.5 First Stage - Tourism (Amendment) Bill (NIA 30/09)

The Minister of Finance and Personnel, Mr Sammy Wilson, on behalf of the Minister of Enterprise, Trade and Investment, Mrs Arlene Foster, introduced a Bill to increase the period between statutory inspections of certified tourist establishments; to provide for reviews in respect of such establishments between statutory inspections; to confer power on the Northern Ireland Tourist Board to provide financial assistance for the provision or improvement of tourist accommodation; to amend the procedure for appointing the chairman of the Northern Ireland Tourist Board; and for connected purposes.

Bill passed First Stage and ordered to be printed (NIA 30/09).

4.6 Consideration Stage - Budget (No.3) Bill (NIA 26/09)

The Minister of Finance and Personnel, Mr Sammy Wilson, moved the Consideration Stage of the Budget (No. 3) Bill.

The Minister for Employment and Learning, Sir Reg Empey, moved the Second Stage of the Employment (No.2) Bill (NIA 24/09).
