2. Executive Committee Business

2.1 Statement - North-South Ministerial Council Meeting in Agriculture Sectoral Format

The Minister of Agriculture and Rural Development, Ms Michelle Gildernew, made a statement to the Assembly regarding the North-South Ministerial Council Meeting in Agriculture Sectoral format, held on 31 March 2009, following which she replied to questions.

2.2 Statement - North-South Ministerial Council Meeting in Inland Waterways Sectoral Format

The Deputy Speaker (Mr Dallat) took the Chair.

The Minister of Culture, Arts and Leisure, Mr Nelson McCausland, made a statement to the Assembly regarding the North-South Ministerial Council Meeting in Inland Waterways Sectoral format, held on 26 May 2010, following which he replied to questions.

2.3 Statement - North-South Ministerial Council Meeting in Language Sectoral Format

The Minister of Culture, Arts and Leisure, Mr Nelson McCausland, made a statement to the Assembly regarding the North-South Ministerial Council Meeting in Language Sectoral format, held on 26 May 2010, following which he replied to questions.

2.4 Motion - Suspension of Standing Orders

Proposed:

That Standing Orders 31(d), 37, 39(1) and 42(5) be suspended in respect of the passage of the Budget (No.3) Bill.

Minister of Finance and Personnel

Debate ensued.

The Question being put, the Motion was carried with cross-community support nemine contradicente.

2.5 Second Stage - Budget (No. 3) Bill (NIA 26/09)

The Minister of Finance and Personnel, Mr Sammy Wilson, moved the Second Stage of the Budget (No.3) Bill (NIA 26/09).

Debate ensued.

The debate was suspended at 12.26pm.

The sitting was resumed at 2.00pm, with the Speaker in the Chair.

3. Assembly Business

The Speaker informed Members that he had received a letter from Mr Ian Paisley Jnr resigning as a Member of the Assembly with effect from Monday 21 June 2010. The Speaker advised that he had notified the Chief Electoral Officer, in accordance with section 35 of the Northern Ireland Act 1998.

The Minister of Enterprise, Trade and Investment, Mrs Arlene Foster, moved the Second Stage of the Energy Bill (NIA 23/09).

6.3 Further Consideration Stage - Roads (Miscellaneous Provisions) Bill (NIA 6/09)

The junior Minister, Mr Gerry Kelly, moved the Further Consideration Stage of the Roads (Miscellaneous Provisions) Bill (NIA 6/09) on behalf of the Minister for Regional Development.

No amendments were tabled to the Bill.

Bill (NIA 6/09) stood referred to the Speaker for consideration in accordance with Section 10 of the Northern Ireland Act 1998.

6.4 Final Stage - Employment Bill (NIA 9/08)

The Minister for Employment and Learning, Sir Reg Empey, moved that the Employment Bill (NIA 9/08) do now pass.

Debate ensued.

7. Committee Business

7.1 First Stage - Allowances to Members of the Assembly (Repeal) Bill (NIA 27/09)

Rev Dr Robert Coulter introduced a Bill to repeal the Allowances to Members of the Assembly Act ( Northern Ireland) 2000.

Bill passed First Stage and ordered to be printed (NIA 27/09).
