Members observed two minutes’ silence.
2. Matters of the Day
Mr Danny Kinahan made a statement, under Standing Order 24, in relation to the Car Bomb Attack at Newry Courthouse, on Monday 22 February 2010. Party representatives were also called to speak on the matter.
3. Executive Committee Business
3.1 Statement - North-South Ministerial Council Meeting in Health and Food Safety Sectoral Format
The Minister of Health, Social Services and Public Safety, Mr Michael McGimpsey, made a statement to the Assembly regarding the North-South Ministerial Council meeting in Health and Food Safety Sectoral format, held on 25 November 2009, following which he replied to questions.
3.2 Consideration Stage - Budget Bill (NIA 8/09)
The Minister of Finance and Personnel, Mr Sammy Wilson, moved the Consideration Stage of the Budget Bill.

The question being put, it was agreed without division that Clauses 1 to 7 stand part of the Bill.

3.3 Final Stage - Local Government (Miscellaneous Provisions) Bill (NIA 10/08)
The Minister of the Environment, Mr Edwin Poots, moved that the Final Stage of the Local Government (Miscellaneous Provisions) Bill (NIA 10/08) do now pass.
Debate ensued.

3.4 Motion - Draft CRC Energy Efficiency Scheme Order 2010
Proposed:
That the draft CRC Energy Efficiency Scheme Order 2010 be approved.

That this Assembly approves the report of the Committee for Finance and Personnel on its Inquiry into Public Procurement Policy and Practice in Northern Ireland; and calls on the Minister of Finance and Personnel, in conjunction with Executive colleagues, to implement the recommendations contained therein.

Motion - Dementia Research

That this Assembly calls on the Minister of Health, Social Services and Public Safety and the Executive to commit to ensuring that funding for dementia research is increased to reflect the scale and seriousness of the condition and the impact it has on the thousands of people living with dementia, their families and carers.
