2.1 Royal Assent

The Speaker informed Members that Royal Assent had been signified on 22 January 2010 to both the Goods Vehicles (Licensing of Operators) Act ( Northern Ireland) 2010 and the Diseases of Animals Act ( Northern Ireland) 2010.

2.2 Public Petition - Special Educational Needs and Inclusion

Mr Dominic Bradley was granted leave, in accordance with Standing Order 22, to present a Public Petition relating to special educational needs and inclusion.

3. Executive Committee Business

3.1 Second Stage - Roads (Miscellaneous Provisions) Bill (NIA 6/09)

The Minister for Regional Development, Mr Conor Murphy, moved that the Second Stage of the Roads (Miscellaneous Provisions) Bill be agreed.

Debate ensued.

Bill (NIA 6/09) passed Second Stage.

3.2 Consideration Stage - Water and Sewerage Services (Amendment) Bill (NIA 3/09)

The Minister for Regional Development, Mr Conor Murphy, moved that the Consideration Stage of the Water and Sewerage Services (Amendment) Bill be agreed.

No amendments were tabled to the Bill.

Debate ensued.

The Deputy Speaker (Mr McClarty) took the Chair.

4. Committee Business

4.1 Motion - Report on the Inquiry into Consideration of European Issues

Proposed: That this Assembly approves the Report of the Committee for the Office of the First Minister and deputy First Minister on its Inquiry into Consideration of European Issues; and calls for enhanced engagement and improved interaction with the European institutions to raise the profile of Northern Ireland in Europe.

5. Private Members’ Business

5.1 Motion - The Way Forward for Special Educational Needs

Proposed: That this Assembly acknowledges the anxiety amongst parents and teachers of children with special educational needs regarding the future policy outlined in 'Every School a Good School - the Way Forward for Special Educational Needs and Inclusion'; and calls on the Minister of Education to ensure that the policy brings clarity around the use of the term 'inclusion', no diminution of the present statutory rights of children with special educational needs, early expert diagnosis and effective intervention, a fair balance of responsibility between schools and statutory agencies, and ring-fencing of resources to ensure that children with special educational needs benefit from delegated funding.
