The Assembly met at 10.30am, the Deputy Speaker (Mr McClarty) in the Chair

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Speaker’s Business

2.1 The Speaker informed Members that he had received correspondence from the nominating officer of the Democratic Unionist Party, Rt Hon Peter Robinson, nominating, with effect from 4 July 2009: Mr Ian Paisley Junior as Chairperson of the Committee for Agriculture and Rural Development; Mr Jim Wells as Chairperson of the Committee for Health, Social Services and Public Safety; Mr Simon Hamilton as Chairperson of the Committee for Social Development; Mr Peter Weir as Chairperson of the Audit Committee and Deputy Chairperson of the Committee for Finance and Personnel; Miss Michelle McIlveen as Deputy Chairperson of the Committee for Regional Development; and Mr Thomas Buchanan as Deputy Chairperson of the Committee for Employment and Learning.

3. Executive Committee Business
3.1 Statement - North-South Ministerial Council Transport Sectoral Format

The Minister of the Environment, Mr Sammy Wilson, made a statement to the Assembly regarding the North-South Ministerial Council Transport sectoral format, following which he replied to questions.

3.2 Statement - Swine Flu

The Minister of Health, Social Services and Public Safety, Mr Michael McGimpsey, made a statement to the Assembly regarding Swine Flu, following which he replied to questions.

3.3 Statement - Transfer 2010

The Minister of Education, Ms Caitríona Runae, made a statement to the Assembly regarding Transfer 2010, following which she replied to questions.

3.4 Proposed Statement - Planning Reform

The Deputy Speaker announced that the Minister of the Environment, Mr Sammy Wilson, would not make a statement on Planning Reform.

3.5 Second Stage - Employment Bill (NIA 9/08)

The Minister for Employment and Learning, Sir Reg Empey, moved that the Second Stage of the Employment Bill (NIA 9/08) be agreed.

Debate ensued.

NIA Bill 9/08 passed Second Stage.

3.6 Second Stage - Local Government (Miscellaneous Provisions) Bill (NIA 10/08)

The Minister of the Environment, Mr Sammy Wilson, moved that the Second Stage of the Local Government (Miscellaneous Provisions) Bill (NIA 10/08) be agreed.

Debate ensued.

The Minister of Finance and Personnel, Mr Nigel Dodds, moved that the Final Stage of the Budget (No. 2) Bill (NIA 8/08) be agreed.

Debate ensued.

NIA Bill 8/08 passed Final Stage with cross-community support nemine contradicente.

5.3 Motion - Draft Lands Tribunal (Salaries) Order (NI) 2009

Proposed: That the draft Lands Tribunal (Salaries) Order ( Northern Ireland) 2009 be approved.
