Members observed two minutes’ silence.

2. Speaker’s Business

2.1 The Speaker invited Mr David McNarry to withdraw unparliamentary comments he made during Question Time on 18 May 2009. Mr McNarry refused and was ordered, under Standing Order 65, to withdraw immediately from the Chamber and its precincts during the remainder of the day’s Sitting. Mr McNarry withdrew from the Chamber.

3. Executive Committee Business
3.1 Statement - Economic Development Proposals

The Minister of the Environment, Mr Sammy Wilson, made a statement to the Assembly regarding major economic development proposals and the development plan system, following which he replied to questions.

3.2 Second Stage - Budget (No. 2) Bill (NIA 8/08)

The Minister of Enterprise, Trade and Investment, Mrs Arlene Foster, on behalf of the Minister of Finance and Personnel, moved that the Second Stage of the Budget Bill (NIA 8/08) be agreed.

Debate ensued.

The sitting was suspended at 12.28 pm.

The sitting resumed at 2.00 pm, with the Deputy Speaker (Mr McClarty) in the chair.

Proposed: That the Sea Fish Industry (Harbour, Landing and Light Dues) Scheme ( Northern Ireland) 2009 be approved.

5.3 Motion - Occupational Pension Schemes (Contracting-Out) (Amendment) Regulations (NI) 2009

Proposed: That the Occupational Pension Schemes (Contracting-out) (Amendment) Regulations ( Northern Ireland) 2009 be approved.

6. Private Members’ Business
6.1 Motion - Increased Income for Ex-Service Pensioners

Proposed: That this Assembly supports the campaign by the Royal British Legion and Age Concern to increase the income of ex-service pensioners who are living on an income below the minimum required for healthy living; and calls on the Minister for Veterans to implement the reforms proposed in the campaign.
