MINUTE OF PROCEEDINGS

The Assembly met at noon, the Deputy Speaker (Mr McClarty) in the Chair

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Matters of the Day - Kilkeel Plane crash

2.1 Ms Margaret Ritchie made a statement, under Standing Order 24, in relation to a plane crash in Kilkeel. Representatives from the South Down constituency were called to speak on the matter.

3. Speaker’s Business

3.1 The Deputy Speaker informed Members that Mr Danny Kinahan had been returned as a Member of the Assembly for the South Antrim constituency to fill the vacancy that resulted from the resignation of Mr David Burnside.

Mr Kinahan had signed the Roll of Members on Tuesday 9 June 2009 in the presence of the Speaker and the Clerk/Director General. The Deputy Speaker confirmed that Mr Kinahan had signed the Roll and had entered his designation of identity.

4. Executive Committee Business
4.1 Motion - Suspension of Standing Orders

Proposed: That Standing Orders 10(2) to 10(4) be suspended for 15 June 2009.

4.2 Statement - Swine Flu

The Minister of Health, Social Services and Public Safety, Mr Michael McGimpsey, made a statement to the Assembly regarding Swine Flu, following which he replied to questions.

4.3 Motion - Supply Resolution for the 2009-2010 Main Estimates

Proposed: That this Assembly approves that a sum, not exceeding £7,566,927,000, be granted out of the Consolidated Fund, for or towards defraying the charges for Northern Ireland Departments, the Northern Ireland Assembly Commission, the Assembly Ombudsman for Northern Ireland and Northern Ireland Commissioner for Complaints, the Food Standards Agency, the Northern Ireland Audit Office and the Northern Ireland Authority for Utility Regulation for the year ending 31 st March 2010 and that resources, not exceeding £8,311,830,000, be authorised for use by Northern Ireland Departments, the Northern Ireland Assembly Commission, the Assembly Ombudsman for Northern Ireland and Northern Ireland Commissioner for Complaints, the Food Standards Agency, the Northern Ireland Audit Office and the Northern Ireland Authority for Utility Regulation for the year ending 31 st March 2010 as summarised for each Department or other public body in Columns 3 (b) and 3 (a) of Table 1.3 in the volume of the Northern Ireland Estimates 2009-10 that was laid before the Assembly on 29 May 2009.

6.2 First Stage - Budget (No. 2) Bill (NIA 8/08

The Minister of Enterprise, Trade and Investment, Mrs Arlene Foster, on behalf of the Minister of Finance and Personnel, introduced a Bill to authorise the issue out of the Consolidated Fund of certain sums for the service of the year ending 31st March 2010; to appropriate those sums for specified purposes; to authorise the Department of Finance and Personnel to borrow on the credit of the appropriated sums; to authorise the use for the public service of certain resources (including accruing resources) for the year ending 31st March 2010; and to repeal certain spent provisions.

Bill passed First Stage and ordered to be printed (NIA Bill 8/08).

Members were informed that the Chairperson of the Committee for Finance and Personnel had provided the confirmation required in Standing Orders, and that the Bill would therefore proceed under accelerated passage.
