1. Personal Prayer or Meditation
Members observed two minutes’ silence.
2. Speaker’s Business
2.1 The Speaker invited Mr Nelson McCausland to withdraw unparliamentary comments he made during a debate on 2 February 2009. Mr McCausland refused and was ordered, under Standing Order 65, to withdraw immediately from the Chamber and its precincts during the remainder of the day’s Sitting. Mr McCausland withdrew from the Chamber.
2.2 The Speaker informed Members that Royal Assent had been signified on 4 February 2009 to the Financial Assistance Act ( Northern Ireland) 2009.
3. Private Members’ Business
3.1 Motion - North-South Ministerial Council
A valid Petition of Concern was presented on 4 February in relation to this motion under Standing Order 28. The vote on the motion was therefore taken on a cross-community basis.
Proposed: That this Assembly notes the impact of global economic conditions; notes the benefit of the border to the Northern Ireland economy at this difficult time; notes the relatively positive relationship with the Republic of Ireland; and calls on the Executive to consider whether the North-South Ministerial Council is of any value to the people of Northern Ireland.

3.2 Amendment
Proposed: Leave out all after ‘Executive’ and insert:
‘to institute a review of the North-South Ministerial Council aimed at ensuring it provides better value for the people of Northern Ireland.’

3.3 Motion - Supported Housing
Proposed: That this Assembly calls on the Minister for Social Development to review waiting lists for supported housing; and to work, in conjunction with the Minister of Health, Social Services and Public Safety, to tackle delayed discharges from Muckamore Hospital because of the lack of homes for people with a disability.
