Members observed two minutes’ silence.
2. Matters of the Day - Spamount Car Bomb
2.1 Mrs Arlene Foster made a statement, under Standing Order 23A, in relation to the car bomb incident at Spamount, Co. Tyrone on Monday 12 May 2008. A number of other Members were called to speak on the matter.
3. Executive Committee Business
3.1 Statement - North - South Ministerial Council Meeting - Animal Health, Plant Health, Common Agricultural Policy and Rural Development
The Minister of Agriculture and Rural Development, Ms Michelle Gildernew, made a statement to the Assembly on the North-South Ministerial Council meeting on animal health, plant health, common agricultural policy and rural development, following which she replied to questions.
3.2 Final Stage - Commission for Victims and Survivors Bill (NIA 12/07)
The junior Minister, Mr Gerry Kelly, moved that the Final Stage of the Commission for Victims and Survivors Bill (NIA 12/07) be agreed.
Debate ensued.
NIA Bill 12/07 passed Final Stage.
The sitting was suspended at 12.58 pm.

4. Private Members’ Business
4.1 Motion - Post-Primary Transfer
Proposed: That this Assembly, given high levels of public concern, calls on the Executive to create a Ministerial Sub-Committee to recommend appropriate regulations to govern post-primary transfer from 2010.

4.2 Amendment No. 1
Proposed: Leave out all after ‘Assembly’ and insert:

4.3 Amendment No. 2
Proposed: Leave out all after ‘Assembly’ and insert:
‘regrets the delay in decision-making on post-primary educational reform and the resulting high levels of public concern and damage to public confidence; and calls on the Minister of Education to publish forthwith her proposals on Transfer, Sustainable Schools and Area-based Planning.’

4.5 Motion - Irish Medium Schools in Dungannon/South Tyrone
A valid Petition of Concern was presented in relation to this motion under Standing Order 27. The vote on the motion was therefore taken on a cross-community basis.
Proposed: That this Assembly calls on the Minister of Education to abandon proposals to establish primary and post-primary Irish Medium schools in Dungannon and the wider South Tyrone area where there are already a considerable number of long-term unfilled places; and expresses its concern at the detrimental impact the creation of such schools would have on both present and future Education budgets.

4.6 Motion - Sustainable Energy
Proposed: That this Assembly notes the recommendations in the review of the Sustainable Energy Market; and calls on the Executive to ensure that there is closer co-operation between different departments to ensure that sustainable energy, including renewable energy, is developed in such a way that benefits the environment, and tackles the socio-economic problems that face families due to fuel poverty.

Proposed: Insert after ‘Market’:
‘further notes the findings of the All-Island Grid Study in respect of investment and planning needed to allow the electricity grid to transmit up to 42% renewable electricity;’
