The Assembly met at 10.30am, the Speaker in the Chair

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. The Speaker’s Business

2.1 The Speaker informed the House that he would be absent from the Assembly on Monday 28 April 2008.

2.2 The Speaker informed Members that Royal Assent had been signified on 21 April 2008 to the Taxis Act ( Northern Ireland) 2008.

3. Executive Committee Business

3.1 Second Stage - Local Government (Boundaries) Bill (NIA 14/07)

The Minister of the Environment, Mrs Arlene Foster, moved that the Second Stage of the Local Government (Boundaries) Bill (NIA 14/07) be agreed.

Debate ensued.

NIA Bill 14/07 passed Second Stage.

3.2 Consideration Stage - Commission for Victims and Survivors Bill (NIA 12/07)

The junior Minister, Rt Hon Jeffrey Donaldson, did not move the Consideration Stage of the Commission for Victims and Survivors Bill (NIA 12/07).

The sitting was suspended at 1.09 pm.

The sitting resumed at 2.00 pm with the Speaker in the chair.

4. Private Members’ Business

4.1 Motion - Graduated Driving Licensing

Proposed: That this Assembly recognises the positive impact that graduated driving licences have had on reducing road traffic accidents in other parts of the world; and believes that a similar scheme should be introduced in Northern Ireland to combat the unacceptably high number of deaths on our roads.

The Question being put, the Motion was carried without division.

4.2 Motion - Schengen Agreement

Proposed: That this Assembly recognises that the Schengen Agreement contains advantages for all parts of the United Kingdom, and for the Republic of Ireland, particularly in relation to policing, security and opportunities for the free movement of people; calls upon the Governments of the United Kingdom and the Republic of Ireland to sign up to, and implement, the Agreement; and considers that this will be critical to maintaining a common travel area between the United Kingdom and the Republic of Ireland.

4.3 Amendment

Proposed: Leave out all after the second ‘Agreement’.
