Members observed two minutes’ silence.
2. Executive Committee Business
2.1 Statement - North-South Ministerial Council Plenary Meeting
The deputy First Minister, Mr Martin McGuinness, made a statement to the Assembly regarding the North-South Ministerial Council meeting in plenary format, following which he replied to questions.
2.2 Statement - Update on Bluetongue
The Minister of Agriculture and Rural Development, Ms Michelle Gildernew, made a statement to the Assembly providing an update on Bluetongue, following which she replied to questions.

2.3 Consideration Stage - Budget Bill (NIA 10/07)
The Minister of Finance and Personnel moved that the Consideration Stage of the Budget Bill be agreed.

The question being put, it was agreed without division that Clauses 1 to 7 stand part of the Bill.
Schedules
The question being put, it was agreed without division that Schedules 1 to 4 stand part of the Bill.
Long Title
The question being put, the Long Title was agreed without division.
Bill (NIA 10/07) passed Consideration Stage and stood referred to the Speaker.
3. Private Members’ Business
3.1 Motion - Tourism
Proposed:
That this Assembly calls on the Minister of Enterprise, Trade and Investment to bring forward plans to develop tourist infrastructure, particularly in areas of social need, and to recognise the significant potential of political tourism.

3.2 Amendment
Proposed:
Leave out all after ‘infrastructure’ and insert:
‘; recognises the benefits to the local economy of tourism; and seeks to promote Northern Ireland in a positive manner.’

3.3 Motion - Tourism (cont’d)
Debate resumed on the Motion.
The Amendment being put, the Amendment was made without division.
The Question being put, the Motion, as amended, was carried without division.
3.4 Motion - Murder of Mr Paul Quinn
Proposed: That this Assembly condemns the murder of Mr Paul Quinn; notes the clarification by the British and Irish Governments that they do not hold the view that the victim was involved in criminality of any kind; further notes the assessments of Sir Hugh Orde and the Independent Monitoring Commission regarding the involvement in this crime of persons who are current or former members of the Provisional IRA, or who have associations with members or former members of the Provisional IRA; and calls upon everyone to encourage people to come forward and assist the police investigations being carried out by the PSNI and an Garda Síochána.

3.5 Motion - Conductive Education
