Members observed two minutes’ silence.

2. Executive Committee Business
2.1 Statement - British-Irish Council Environment Sectoral Meeting

The Minister of the Environment, Mrs Arlene Foster, made a statement to the Assembly regarding the British-Irish Council Environment sectoral meeting, following which she replied to questions.

2.2 Second Stage - Budget Bill (NIA 10/07)

The Rt Hon Peter Robinson, Minister of Finance and Personnel, moved that the Second Stage of the Budget Bill (NIA 10/07) be agreed.

The Deputy Speaker (Mr McClarty) in the chair.

NIA Bill 10/07 passed Second Stage with cross-community support nemine contradicente .

The sitting was suspended at 12.43 pm.
The sitting resumed at 2.00 pm with the Deputy Speaker (Mr Dallat) in the chair.

2.3 Motion - Draft Disability Discrimination (Private Clubs, etc) Regulations ( Northern Ireland) 2008

Proposed: That the draft Disability Discrimination (Private Clubs, etc.) Regulations ( Northern Ireland) 2008 be approved.

3. Committee Business
3.1 Motion - Amend Standing Orders (SO 49)  

Proposed: In Standing Order 49, after paragraph (1) insert:

“(2) The Committee may exercise the power in section 44(1) of the Northern Ireland Act 1998.”

3.2 Motion - Amend Standing Orders (SO 50)  

Proposed: In Standing Order 50, after paragraph (1) insert:

“(2) The Committee may exercise the power in section 44(1) of the Northern Ireland Act 1998.”

3.3 Motion - Amend Standing Orders (SO 53)

Proposed: In Standing Order 53, delete all and insert:

“(1) There shall be a Standing Committee of the Assembly to be known as the Audit Committee to exercise the functions mentioned in section 66(1) of the Northern Ireland Act 1998. In accordance with section 66(2) of that Act, no more than one Member of the Committee shall at the same time be a Member of the Public Accounts Committee.

(2) Any motion for a resolution of the Assembly relating to the salary payable under Article 4(1) of the Audit ( Northern Ireland) Order 1987 to the holder of the office of Comptroller and Auditor General shall be tabled on behalf of the Committee.

(3) The Committee may exercise the power in section 44(1) of the Northern Ireland Act 1998.

(4) The Committee shall have a membership of five and a quorum of two.”

3.4 Motion - Extension of Committee Stage

Proposed: That, in accordance with Standing Order 31(4), the period referred to in Standing Order 31(2) be extended to 27 June 2008, in relation to the Committee Stage of the Charities Bill (NIA Bill 9/07).

4. Private Members’ Business
4.1 Motion - Bullying of Children and Young People with Disabilities

Proposed: That this Assembly calls on the Executive to carry out a thematic inspection across public bodies, to establish their response to bullying experienced by children and young people with disabilities.
