Members observed two minutes’ silence.

2. Executive Committee Business
2.1 Statement - North-South Ministerial Council - Institutional Format

Mr Martin McGuinness, deputy First Minister, made a statement to the Assembly regarding the North-South Ministerial Council meeting in institutional format, following which he replied to questions.

2.2 Statement - North-South Ministerial Council - Health and Food Safety Sectoral Format

Mr Michael McGimpsey, Minister of Health, Social Services and Public Safety, made a statement to the Assembly regarding the North-South Ministerial Council meeting in health and food safety sectoral format, following which he replied to questions.

2.3 Statement - December Monitoring Outcome

The Rt Hon Peter Robinson, Minister of Finance and Personnel, made a statement to the Assembly regarding the December monitoring outcome, following which he replied to questions.

The sitting was suspended at 12.23 pm

The sitting resumed at 2.00 pm with the Speaker in the chair.

2.4 Second Stage - Charities Bill (NIA 9/07)

Ms Margaret Ritchie, Minister for Social Development, moved that the Second Stage of the Charities Bill (NIA 9/07) be agreed.

Debate ensued.

NIA Bill 9/07 passed Second Stage and stood referred to the Committee for Social Development.

2.5 Consideration Stage - Health (Miscellaneous Provisions) Bill (NIA 2/07)

Mr Michael McGimpsey, Minister of Health, Social Services and Public Safety, moved that the Consideration Stage of the Health (Miscellaneous Provisions) Bill (NIA 2/07) be agreed.

Fouramendments were tabled to the Bill.

Clauses

The question being put, it was agreed without division that Clause 1 stand part of the Bill.

The question being put, it was agreed without division that Clause 2 stand part of the Bill.

The question being put, it was agreed without division that Clauses 3 to 14 stand part of the Bill.

After debate, the question that Clause 15 stand part of the Bill was negatived without division.

The question being put, it was agreed without division that Clauses 16 to 18 stand part of the Bill.

After debate, Amendment 1 to Clause 19 was made without division.

The question being put, it was agreed without division that Clause 19 as amended stand part of the Bill.

The question being put, it was agreed without division that Clause 20 stand part of the Bill.

Schedules

The question being put, it was agreed without division that Schedules 1 and 2 stand part of the Bill.

Long Title

After debate, Amendment 2 to the Long Title was made without division.

The question being put, the Long Title (as amended) was agreed without division.

Bill (NIA 2/07) passed Consideration Stage and stood referred to the Speaker.

3. Private Members’ Business
3.1 Motion - Agency Workers

Proposed: That this Assembly calls on the Minister for Employment and Learning to take the necessary measures to protect agency workers, and to ensure that such workers are provided with the same statutory protections, regarding pay and conditions of employment, as the directly employed workforce.
