 The Assembly met at 10.30 am, the Speaker in the Chair

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. The Speaker’s Business

2.1 The Speaker replied to a point of order raised by Mr Alex Attwood on 15 October 2007 relating to a Member placing people’s names on the record during a debate. The Speaker ruled that there had been no breach of procedures, and reported that he had placed copies of related correspondence in the Assembly library.

3. Executive Committee Business
3.1 Statement – Sixth Meeting of the North-South Ministerial Council in the Inland Waterways Sectoral Format

Mr Edwin Poots, Minister of Culture, Arts and Leisure, made a statement to the Assembly regarding the sixth meeting of the North-South Ministerial Council in the Inland Waterways Sectoral Format, following which he replied to questions.

3.2 Consideration Stage – Children (Emergency Protection Orders) Bill (NIA 6/07)

Mr Michael McGimpsey, Minister of Health, Social Services and Public Safety, moved that the Consideration Stage of the Children (Emergency Protection Orders)Bill be agreed.

Clauses

The question being put, it was agreed without division that Clauses 1 and 2 stand part of the Bill.

Long Title

The question being put, the Long Title was agreed without division.

Bill (NIA 6/07) passed Consideration Stage and stood referred to the Speaker.

4. Committee Business
4.1 Motion – Independent Water Review Panel’s Strand-One Report

Proposed:That this Assembly notes the publication of the Independent Water Review Panel’s Strand One Report.

The sitting was suspended at 12.23 pm.

Debate resumed on the motion at 2.00 pm, the Speaker in the chair.

The Question being put, the Motion was carried without division.

5. Private Members’ Business
5.1 Motion – Teaching Jobs

Proposed: That this Assembly abhors the fact that there are 3,871 teachers on the substitute roll who have not yet been in full-time permanent employment in teaching; and calls on the Minister of Education to formulate a strategy to bring these teachers into full-time teaching over the next three years.

Proposed:Leave out all after ‘Assembly’ and insert:

‘acknowledges that there are 3,871 teachers on the substitute roll who have not yet been in full-time permanent employment in teaching; and asks the Minister of Education to consider ways to bring these teachers into full-time teaching.’

5.3 Amendment No. 2

Proposed: Leave out all after the first ‘to’ and insert:

‘prioritise these teachers for temporary teaching posts, and examine whether employment for newly qualified teachers is being restricted by the widespread employment of retired teachers in temporary posts.’
