2. Executive Committee Business
2.1 Second Stage – Libraries Bill (NIA 5/07)
Mr Edwin Poots, Minister of Culture, Arts and Leisure, moved that the Second Stage of the Libraries Bill (NIA 5/07) be agreed.
Debate ensued.
The Deputy Speaker (Mr McClarty) in the chair.
NIA Bill 5/07 passed Second Stage and stood referred to the Committee for Culture, Arts and Leisure.
2.2 Second Stage – Health (Miscellaneous Provisions) Bill (NIA 2/07)
Mr Michael McGimpsey, Minister of Health, Social Services and Public Safety, moved that the Second Stage of the Health (Miscellaneous Provisions) Bill (NIA 2/07) be agreed.
Debate ensued.
NIA Bill 2/07 passed Second Stage and stood referred to the Committee for Health, Social Services and Public Safety.
2.3 Further Consideration Stage – Welfare Reform Bill (NIA 1/07)
Ms Margaret Ritchie, Minister for Social Development, moved that the Further Consideration Stage of the Welfare Reform Bill (NIA 1/07) be agreed.
No amendments were tabled to the Bill.
Bill NIA 1/07 passed Further Consideration Stage and stood referred to the Speaker for consideration in accordance with Section 10 of the Northern Ireland Act 1998.
2.4 Further Consideration Stage – Budget Bill (NIA 3/07)
The Rt Hon Peter Robinson, Minister of Finance and Personnel, moved that the Further Consideration Stage of the Budget Bill (NIA 3/07) be agreed.
No amendments were tabled to the Bill.
Bill NIA 3/07 passed Further Consideration Stage and stood referred to the Speaker for consideration in accordance with Section 10 of the Northern Ireland Act 1998.
The sitting was suspended at 12.49 pm.
The sitting resumed at 2.30 pm.
3. Private Members’ Business
3.1 Motion – Teacher Induction Year
Proposed: That this Assembly notes that, following the McCrone Report: ‘A Teaching Profession for the 21st Century’, a teacher induction scheme guarantees a one-year teaching post to every student graduating from a Scottish university with a teaching qualification; and calls upon the Minister of Education to liaise with the Scottish Executive on this matter, with a view to a similar scheme being introduced for teachers who train in Northern Ireland.

3.2 Amendment No. 1
Proposed: Leave out all after ‘post’ and insert:
‘in Scotland to every student teacher graduating from a Scottish university; further notes the publication of the Curran report ‘Improving Conditions, Raising Standards’, with the recommendation that a similar induction scheme is introduced in Northern Ireland; and calls on the Minister of Education and the Executive to implement the recommendations of the Curran report, including those on newly qualified teachers.’

Proposed: Leave out all after the third ‘to’ and insert:
‘asking the Executive to consider the matter in the context of the Comprehensive Spending Review, and in light of other budgetary pressures facing the Executive.’

3.4 Motion – Classroom Assistants’ Dispute
Proposed: That this Assembly calls on the Minister of Education to take immediate action to settle the issue of job evaluation for classroom assistants, by giving approval to the Education and Library Boards to put an equitable offer to the representative Trades’ Unions.

4. Adjournment
