Salaries

Basic Salaries

A Member’s basic salary in 2006-2007 was £31,817 per annum.
A Member who retired at the close of nominations for the election on 8 March 2007 was paid his or her salary to 13 February 2007.
A Member who did not gain re-election was paid his or her salary to 7 March 2007.
During March 2007, a Member who was returned at the election was paid his or her salary from 1 – 7 March (inclusive) and from 12 – 25 March (inclusive). The gap between 8 March and 12 March coincided with the period between the election and the date on which the majority of returning Members signed the roll of Membership. Salaries were not paid in March in respect of the period between 26 March 2007 and 31 March 2007. It was anticipated that restoration would occur on 26 March 2007 but the Members’ payroll for March was processed prior to this date. The legislation in place at the time made no provision for payment of Members’ salaries beyond 25 March if restoration did not take place. Therefore, salary payments were withheld for the period between 26 and 31 March (inclusive) in case restoration did not occur. These arrears of salary were paid In April 2007 and will be reflected in the register of Members salaries and allowances for 2007-2008.
A small number of returning Members did not sign the roll of membership on 12 March 2007 and their salaries were reduced accordingly.
Salaries of Members who ceased to be a Member during the year, either through death or resignation, were paid on a pro-rata basis. Salaries for substitute Members (who replaced those who ceased to be Members during the year) were paid from the date on which the Chief Electoral Officer declared that they were returned.
Those Members who received a salary as an MP had their Members’ salaries reduced by two thirds. Members of the House of Lords did not receive a salary from the House of Lords so their Assembly salaries were not reduced.

Office Holders Allowance

Office holders’ allowances were paid during 2006-2007 to the Presiding Officer and two deputy Presiding Officers. Office holders' allowances commenced in May 2006. The Presiding Officer did not seek re-election on 8 March 2007. The Secretary of State issued a Determination allowing the continued payment of an office holder’s allowance to the Presiding Officer and deputy Presiding Officers, as the Presiding Officer retains the position until a successor is elected by the Assembly. Hence, the Presiding Officer and deputy Presiding Officers were paid allowances continuously from May 2006 to 31 March 2007.
