‘(3) Where a proposal to make or amend standing orders is not agreed unanimously by the members of the Commission, the Commission may, after further consideration refer such proposed standing orders or such proposed amendments to standing orders, if endorsed by a majority of Commissioners, to the First Minister and deputy First Minister with the recommendation that they, acting jointly, approve them on grounds of sufficient consensus.’
