Speaker’s Business
The Speaker informed Members that Royal Assent had been signified on 16 March 2011 to the Local Government Finance Act (Northern Ireland) 2011; the Transport Act (Northern Ireland) 2011; and the Caravans Act (Northern Ireland) 2011.
Assembly Business
Mr Pat Ramsey moved the motion on ‘Suspension Standing Orders’. The motion was carried with cross-community support.
Having given notice to the Speaker under Standing Order 70(1), the Chairperson of the Public Accounts Committee, Mr Paul Maskey, moved that the leak of a draft report of the Public Accounts Committee affected the privilege of the Assembly and should be referred to the Committee on Standards and Privileges. In accordance with Standing Order 70(3), the Speaker agreed to refer the matter to the Committee on Standards and Privileges.
Executive Statement
The Minister of Health, Social Services and Public Safety made a statement to the Assembly regarding the inquiry into the outbreak of Clostridium Difficile in Northern Health and Social Care Trust hospitals.
Executive Committee Business
The Minister of Enterprise, Trade and Investment moved that the Draft Renewables Obligation (Amendment) Order (Northern Ireland) 2011 be approved. The motion was carried.
The Minister of the Environment moved the Further Consideration Stage of the Planning Bill (NIA Bill 7/10). Bill NIA 7/10 passed Further Consideration Stage and stood referred to the Speaker for consideration in accordance with section 10 of the Northern Ireland Act 1998.
The Minister of the Environment moved the motion on ‘Suspension of Standing Order 42(1) – Planning Bill’. The motion was carried with cross-community support.
The Minister of the Environment moved that the Draft Marine Licensing (Appeals) Regulations (Northern Ireland) 2011 be approved. The motion was carried.
The Minister of the Environment moved that the Draft Marine Licensing (Civil Sanctions) Order (Northern Ireland) 2011 be approved. The motion was carried.
The Minister of Justice moved the motion on ‘Suspension of Standing Orders 39(1) and 42(1) - Justice Bill’. The motion was carried with cross-community support.
The Minister of Justice moved the Exceptional Further Consideration Stage of the Justice Bill (NIA Bill 1/10). Bill NIA 1/10 passed Exceptional Further Consideration Stage and stood referred to the Speaker.
The Minister of Finance and Personnel moved that the Final Stage of the Civil Registration Bill (NIA Bill 20/07) do now pass. NIA Bill 20/07 passed Final Stage.
The Minister of Finance and Personnel moved that the Final Stage of the Damages (Asbestos-related Conditions) Bill (NIA Bill 10/10) do now pass. NIA Bill 10/10 passed Final Stage.
The Minister of Finance and Personnel moved that the Rates (Industrial Hereditaments) (Specified Percentage) Order (Northern Ireland) 2011 be affirmed. The motion was carried was carried with cross-community support.
The Minister of Finance and Personnel moved that the Rates (Regional Rates) Order (Northern Ireland) 2011 be affirmed. The motion was carried with cross-community support.
The Minister of Finance and Personnel moved that the Rates (Housing Executive) Order (Northern Ireland) 2011 be affirmed. The motion was carried.
The Minister for Social Development moved that the Pneumoconiosis, etc., (Workers' Compensation) (Payment of Claims) (Amendment) Regulations (Northern Ireland) 2011 be affirmed. The motion was carried.
The Minister for Social Development moved that the Mesothelioma Lump Sum Payments (Conditions and Amounts) (Amendment) Regulations (Northern Ireland) 2011 be approved. The motion was carried.
The Assembly agreed the Legislative Consent Motion on the Pensions Bill.
The Minister of Agriculture and Rural Development moved that the Fishing Boats (Electronic Transmission of Fishing Activities Data) Scheme (Northern Ireland) 2011 be approved. The motion was carried.
The Assembly agreed the Legislative Consent Motion on the Protection of Freedoms Bill.
Committee Business
The Assembly debated the motion on the ‘Report on the Inquiry into Successful Post-Primary Schools Serving Disadvantaged Communities’. The motion was carried.

The Speaker made some remarks reflecting on the end of the four year tenure of the Assembly. Party representatives also spoke.
The Speaker informed Members that Royal Assent had been signified on 22 March 2011 to the Employment Act (Northern Ireland) 2011 and the Budget Act (Northern Ireland) 2011.
Ministerial Statement
The Minister of Health, Social Services and Public Safety made a statement to the Assembly regarding capital priorities for health and social care.
The Minister for Social Development made a statement to the Assembly regarding the fundamental review of the Northern Ireland Housing Executive and other housing matters.
Executive Committee Business
The Minister of the Environment moved the motion on ‘Continuation in Force of the Chief Local Government Auditor’s Code of Audit Practice 2006’. The motion was carried.
