The meeting commenced at 10.30am.

1. Minutes of the last meeting.

The minutes of the meeting held on 7 September 2000 were agreed.

Mrs Carson joined the meeting at 10.31am

2. Matters arising.

  1. Historic Building Grant.
  2. The Department's response is awaited.

  3. Campaign Against Landfill at Mallusk (CALM).
  4. The Department's reply is awaited

  5. McQuillan Skip Hire.
  6. The response from Antrim Borough Council is awaited.

  7. Resourcing of Agri-Environment Schemes.
  8. The Department's views on this matter are awaited.

3. Date of next meeting.

The Chairman suggested a change of date for next week's meeting.

Agreed: The meeting will take place on Tuesday, 19 September 2000 at 10.30am in room 144.

4. The Committee's programme of work.

The Committee noted the revised programme.

5. Consultation paper on proposals for a new formula for distribution of the resources element of the General Exchequer Grant to District Councils.

Agreed: That the Clerk will ask the Assembly Researchers to analyse the document and that Officials from the Department will be asked to attend a future meeting after the analysis has been received and examined.

The Chairman declared the meeting to be in open session.

6. Presentation from Ladyhill and District Residents Association.

At 10.41am Professor D King and Mr D Bell, representing Ladyhill and District Residents Association, joined the meeting and gave a presentation on Ladyhill Quarry and the application by Antrim Borough Council for a landfill site there. They answered Members' questions about the matter.

The representatives left the meeting at 11.27am

Mr Leslie left the meeting at 11.27am.
He returned at 11.32am.
Ms Hanna left the meeting at 11.33am.
She returned at 11.34am.

Agreed: That the Chairman will write to the Minister expressing the Committee's concerns about the proposed landfill site.

The Chairman left the meeting at 11.36am. The Deputy Chairperson assumed the Chair.
Mrs Carson left the meeting at 11.38am.

7. Presentation from Local Government Division.

At 11.39 am Officials from the Department joined the meeting. They were:

Mr J McConnell Director of Local Government and Special Projects
Ms M Finnegan Principal, Local Government Division
Mr D Barr Principal, Local Government Division.

They gave a presentation to the Committee and answered Members' questions.

Mrs Carson returned at 11.41am.
Mr Ford joined the meeting at 12.09pm.
Mrs Carson left the meeting at 12.09pm.

The Deputy Chairperson thanked them for their presentation and they left the meeting at 12.12pm.

The meeting returned to closed session.
