Cost of furnishing and decorating Parliament Buildings.

3.  How much money has been spent on decorating/furnishing office accommodation for MLAs in each of the last five years (either financial or calendar is acceptable)

Unfortunately it is not possible to separate the cost of redecorating accommodation in Parliament Buildings specifically for MLAs. A programme of redecoration was carried out in 2002-2003, including windows, radiators, ceilings, walls, skirting, architraves and doors. All staff offices, meeting rooms, MLA's offices, Party Support rooms, Ministerial offices and Executive offices were redecorated in this project. The total cost for this work was £250,499.69 of which £121,044.59 was paid in the financial year 2003-2004 (refer to answer to question 1).

Furniture is ordered in as and when required for offices in Parliament Buildings or if an item of furniture is no longer suitable for us. The exception to this is orthopedic chairs which are ordered in for individuals with specific needs. Again, while we maintain records of the amount of money spent per financial year, it is not possible to distinguish between furniture for MLA’s and others. 

4.An inventory of all instances of decorating/furnishing work in this time, including the date, location and MLA concerned, nature and cost of each instance.

As noted above, robust records with costs are kept, detailing all decorating work and furniture purchased. However, there is no distinction between decoration and / or furniture for MLA's and other building users within Parliament Buildings.

All MLAs' offices were redecorated in advance of the Assembly sitting during 2002-2003 at a convenient time. In addition to this the furniture which has been ordered in has been allocated as and when required. The exception to this has been the furniture as detailed below, however it was purchased for the person carrying out the job rather than specific MLAs'.

Chairperson’s furniture at a cost of £19,934.20, was provided for all 10 chairpersons offices throughout Parliament Buildings.

New meeting tables for Party meeting rooms at a cost of £11,595.40 these were provided for all Party’s and are located throughout Parliament Buildings.

New furniture for Whips offices, at a cost of £8,434.92, was provided for all Whips offices throughout Parliament Buildings.

5. An inventory of all instances of artwork being purchased at Parliament Buildings/Stormont in each of the last five years (either financial or calendar is acceptable), including the date, location, nature and cost of each instance 

The Northern Ireland Assembly, where possible, borrows works of art from the Department of Finance and Personnel for use within all offices in Parliament Buildings.  

Recently however 4 works of art were purchased, during this financial year, for the Basement restaurant at a cost of £486.  In addition to these, 3 montages of high profile events which took place at Parliament Buildings were purchased at a cost of £467, these are on display within the Press Bar.

The Northern Ireland Assembly Commission, commissioned portraits of Seamus Mallon (unveiled 2003) by Rita Duffy at a cost of £10,000, Lord Alderdice (unveiled 2005) by Carol Graham at a cost of £8,000, both of which are on display in the Members Dining Room, and 'The House Will Divide' by Noel Murphy (unveiled 2003) at a cost of £45,000 which is on display in the Senate Chamber.  

A collection of 46 Rowel Friers drawings of Members of the Northern Ireland Parliament, which was prorogued in 1972, was purchased on behalf of the Assembly Commission at an auction on 4 February 2002 for a cost of  £8,821.88, these are currently on display in the Members Bar.
