The Assembly met noon, the Speaker in the Chair.

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Speaker’s Business

2.1 The Speaker informed Members that he had received notification of the resignation of Ms Jennifer McCann as Chairperson of the Committee for Finance and Personnel, and that the nominating officer for Sinn Féin, Mr Pat Doherty, has nominated Mr Daithí McKay as Chairperson of the Committee for Finance and Personnel, with effect from 19 January 2011. The Speaker confirmed the appointment.

3. Executive Committee Business

3.1 Statement - Outcome of the EU Fisheries December Council

The Minister of Agriculture and Rural Development, Ms Michelle Gildernew, made a statement to the Assembly regarding the outcome of the EU Fisheries December Council, following which she replied to questions.

The Deputy Speaker (Mr Molloy) took the Chair.

3.2 Consideration Stage - Transport Bill (NIA Bill 29/09)

The Minister for Regional Development, Mr Conor Murphy, moved the Consideration Stage of the Transport Bill (NIA Bill 29/09).

Twelve amendments were tabled to the Bill .

4.1 Consideration Stage - Allowances to Members of the Assembly (Repeal) Bill (NIA Bill 27/09)

The Rev Dr Robert Coulter, on behalf of the Assembly Commission, moved the Consideration Stage of the Allowances to Members of the Assembly (Repeal) Bill (NIA Bill 27/09).

One amendment was tabled to the Bill.

That, in accordance with Standing Order 33(4), the period referred to in Standing Order 33(2) be extended to 11 February 2011, in relation to the Committee Stage of the Autism Bill (NIA Bill 2/10).

5. Private Members’ Business

5.1 Second Stage - Single Use Plastic Bags Bill (NIA Bill 8/10)

The Second Stage of the Single Use Plastic Bags Bill (NIA Bill 8/10) stood on the Order Paper in the name of Mr Daithí McKay.

The Second Stage of the Bill was not moved.

5.2 Motion - Post-Primary Transfer Advice

Proposed:

That this Assembly notes with concern the restrictions placed by the Department of Education on primary school principals and teachers who wish to advise parents and pupils on post-primary transfer matters following the issue of post-primary test results; and calls on the Minister of Education to review her decision.
