The Assembly met at 10.30am, the Speaker in the Chair.

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Matters of the Day

2.1 Bomb at Culmore Road

Mr Pat Ramsey made a statement, under Standing Order 24, in relation to the bomb at Culmore Road. Party representatives were also called to speak on the matter.

3. Speaker’s Business

3.1 The Speaker informed Members that he had received notification of the resignation of Mr Tom Elliott as Deputy Chairperson of the Committee for Agriculture and Rural Development, with effect from 28 September 2010.

3.2 The Speaker informed Members that he had received correspondence from the nominating officer of the Ulster Unionist Party, Mr Tom Elliott, nominating Mr Roy Beggs as Deputy Chairperson of the Committee for Agriculture and Rural Development, with effect from 28 September 2010. The Speaker confirmed the appointment.

4. Executive Committee Business

4.1 Consideration Stage - Debt Relief Bill (NIA Bill 9/09)

The Minister of Enterprise, Trade and Investment, Mrs Arlene Foster, moved the Consideration Stage of the Debt Relief Bill.

One amendment was tabled to the Bill.

Clauses

After debate, Amendment 1 to Clause 1 was agreed without division.

The question being put, it was agreed, without division, that Clause 1, as amended, stand part of the Bill.

After debate, the question being put, it was agreed, without division, that Clause 2 stand part of the Bill.

The question being put, it was agreed, without division, that Clauses 3 to 9 stand part of the Bill.

Schedule

The question being put, it was agreed, without division, that the Schedule stand part of the Bill.

Long Title

The question being put, the Long Title was agreed without division.

Bill (NIA 9/09) passed Consideration Stage and stood referred to the Speaker.

5. Private Members’ Business

5.1 Motion - Green New Deal

Proposed:

That this Assembly notes the benefits that can be achieved through implementing the Green New Deal in Northern Ireland; supports the need for improved energy efficiency to reduce fuel use and meet European Union and United Kingdom carbon emissions targets; and calls on the Executive to implement a cross-departmental strategy to ensure that the potential benefits of the Green Economy are realised for Northern Ireland.

5.2 Amendment

Proposed:

Insert after ‘targets;’ and before the third ‘and’:

‘believes there is a real opportunity to create 30,000 sustainable green collar jobs;’

6.1 Environment

Questions were put to, and answered by, the Minister of the Environment, Mr Edwin Poots.

6.2 Enterprise, Trade and Investment

Questions were put to, and answered by, the Minister of Enterprise, Trade and Investment, Mrs Arlene Foster.

7. Adjournment

Mr John McCallister spoke to his topic on the promotion of the Bronte Homeland Interpretive Centre.
