The meeting commenced at 2.09pm in open session.

1. Apologies

Apologies are as detailed above.

Agreed: that the evidence session under agenda item 5 is covered by Hansard and the Official Report is published on the Assembly website.

2. Chairperson’s Business

There were no interests to declare regarding the matters to be considered during the concurrent meeting.

Members noted the provisions in Standing Order 64B detailing the procedures for committees sitting concurrently.

3. Draft Minutes of Proceedings of 3 November 2010

Agreed: that the minutes are published on the Assembly website.

Agreed: that if a further concurrent meeting is not required, the draft minutes of this meeting will be cleared by the chairpersons for each committee and, once cleared, will be published in the normal way.

Agreed: that if a further concurrent meeting is decided upon, the draft minutes of this meeting will be considered as an item at the next meeting and, once cleared by Members, will be published in the normal way.

Agreed: given the commercially sensitive nature of the information provided by the local banks, members agreed to begin the next agenda item in closed session.

The meeting moved into closed session at 2.12pm.

4. Matters Arising

Amendment to Assembly Research Paper

Members noted a revised Assembly Research paper which had been amended following correspondence received from the Northern Bank.

Follow up from 22 September 2010: Bank of Ireland; First Trust Bank; Northern Bank; and Ulster Bank

Members noted further correspondence from Bank of Ireland, First Trust Bank, Northern Bank and Ulster Bank which related to follow-up information requested following the previous concurrent meeting on 22 September.

The meeting moved into open session at 2.14pm.

Press Cuttings

The Committee noted recent press cuttings relevant to the evidence session.

Archbishop of Armagh – Church Leaders: Follow up from 22 September 2010

Agreed: to publish the update from the church leaders on the website.

Department of Finance and Personnel (DFP): Banking Issues Update

The Committee noted correspondence from DFP to the Committee for Finance and Personnel, which had been made available for today’s concurrent meeting.

5. British Bankers Association (BBA): Taskforce Report

Members took evidence from Eric Leenders, Executive Director, BBA.

The evidence session was recorded by Hansard.

Dr Farry joined the meeting at 2.30pm.
Mr Frew left the meeting at 2.51pm.
Ms Purvis left the meeting 3.00pm.
Mr Frew returned to the meeting at 3.04pm.
Mr McNarry left the meeting at 3.11pm.
Mr McNarry returned to the meeting at 3.14pm.
Mr O’Loan left the meeting at 3.16pm.
Mr O’Loan returned to the meeting at 3.19pm.

Agreed: that Mr Leenders will provide further information as requested by the Committee.

Mr McNarry left the meeting at 3.23pm.

6. Any other business

As the meeting was no longer quorate members noted that the outcome of today’s meeting would be discussed by the respective Committees during the course of their regular meetings.

The meeting ended at 4.31pm.
