1. Introduction and Apologies

1.1 The Speaker noted apologies from Junior Minister Kelly.

2. Minutes of the meeting held on 21 September 2010

2.1 The minutes of the meeting held on 21 September were agreed and signed by the Speaker.

3. Matters Arising

3.1 There were no matters arising.

4. Finalisation of Order Papers for Plenary meetings in week commencing 4 October 2010

Executive Business

4.1 Members noted that there were no changes to the Executive Business for Monday 4 or Tuesday 5 October.

Committee Business

4.2 Members agreed to schedule the DUP motion on ‘Statutory Committee Membership’ on Monday 4 October.

Private Members’ Business

4.3 Having deferred the choice of a Private Members’ motion during the last meeting, members noted that Sinn Féin had confirmed their selection of ‘Investing in the Social Economy’. Members agreed to schedule the motion for debate on Monday 4 October with the usual speaking times.

4.4 Having deferred the choice of a Private Members’ motion during the last meeting, members noted that the Alliance Party had confirmed their selection of ‘Green New Deal’. Members agreed to schedule the motion for debate on Tuesday 5 October with the usual speaking times.

4.5 Junior Minister Newton confirmed that the Minister of Enterprise, Trade and Investment was available to respond to the motions on ‘Investing in the Social Economy’ and ‘Green New Deal’ on Monday 4 and Tuesday 5 October, but that there was no decision on which Minister would respond to the motion on ‘Property Fraud in Europe’ on Monday 4 October.

5. Provisional Arrangements for Plenary meetings in week commencing 11 October 2010

Executive Business

5.1 Members noted that Question Time to the Office of the First Minister and deputy First Minister and the Minister for Employment and Learning was scheduled for Monday 11 October.

5.2 Members noted that the Consideration Stage of the Unsolicited Services (Trade and Business Directories) Bill and a Legislative Consent Motion relating to the GB Terrorist Asset-Freezing Bill were scheduled for Monday 11 October.

5.3 Members noted that the only Executive Business scheduled for Tuesday 12 October was Question Time to the Minister of Culture, Arts and Leisure and the Minister of Health, Social Services and Public Safety.

Commission Business

5.4 Members noted that the Assembly Commission was scheduled for Question Time on Tuesday 12 October.

Committee Business

5.5 Members noted that there was no Committee Business requested.

Private Members’ Business

5.6 Members agreed to schedule the Consideration Stage of the Local Government (Disqualification) (Amendment) Bill (Ms D Purvis) and the Second Stage of the Armed Forces and Veterans Bill (Mr D McNarry) on Tuesday 12 October. Members noted that 2 hours 30 minutes had been allocated for the Consideration Stage of the Local Government (Disqualification) (Amendment) Bill. It was agreed that the timings of the Bill would be reconsidered at the Business Committee meeting next week, when the position on tabled Amendments was clearer.

5.7 Members agreed to schedule two Private Members’ motions on Monday 11 October and no motions on Tuesday 12 October.

Under the system of allocating Private Members’ motions, the selections lay with the DUP and SDLP.

The following motion was proposed:

  • ‘Public Sector Recruitment’ (G Campbell, Lord Morrow).

5.8 The SDLP deferred its selection, and advised the Clerk after the meeting that it wished to select the motion on ‘Disappeared Victims’ (D Bradley, P McGlone, M Ritchie).

5.9 Members agreed to schedule both motions on Monday 11 October. Members agreed that up to 1 hour 30 minutes should be allocated for the debates, with the usual speaking times.

5.10 Members agreed to schedule an Adjournment Debate on Tuesday 12 October. Under the system for allocating Adjournment Debates, the selection lay with the DUP.

The DUP selected the following adjournment debate:

  • ‘Ambulance Cover in the Lagan Valley Area’ (J Craig).

Members agreed to schedule the Adjournment Debate on ‘Ambulance Cover in the Lagan Valley Area’ on Tuesday 12 October.

5.11 Junior Minister Newton confirmed that the Minister of Health, Social Services and Public Safety was available to respond to the Adjournment Debate on Tuesday 12 October, but that it had not yet been confirmed if the Minister of Finance and Personnel was available to respond to the motion on ‘Public Sector Recruitment’.

6. Any Other Business

6.1 There was no other business.

7. Date and Time of next meeting

7.1 Members agreed to meet at approximately 12.30pm on Tuesday 5 October 2010 in Room 106.

The Speaker brought the meeting to a close at 12.42pm.
