The meeting opened at 11.08 am in public session.

Apologies were received from John Dallat.

2. Chairperson’s Business.

3. Subordinate Legislation.

Members noted receipt of The fourth Report of the Examiner of Statutory Rules to the Assembly and the Appropriate Committees, dated 23 October 2007. In the absence of any objections, the following questions were put and agreed:

“That the Committee for Regional Development has considered the SR 2007/412 The College Park, Belfast (Abandonment) Order (Northern Ireland) 2007; and has no objection to the rule.”

All those in favour – Cathal Boylan, Willie Clarke, Fred Cobain, William Irwin, Stephen Moutray, John McCallister, Raymond McCartney, George Robinson, Jim Wells and Brian Wilson.

There were no Members against.

Question put and agreed:

“That the Committee for Regional Development has considered the SR 2007/413 The Finvoy Road, Ballymoney (Abandonment) Order (Northern Ireland) 2007; and has no objection to the rule.”

“That the Committee for Regional Development has considered the SR 2007/427 The Galgorm Road, Ballymena (Abandonment) Order (Northern Ireland) 2007; and has no objection to the rule.”

There were no Members against.

Members were content that the Clerk should notify the Business Office on the decisions reached by the Committee in considering these Statutory Rules.

4. Briefing and discussion with the Minister on the draft Budget, draft Investment Strategy and draft Programme for Government.

Members noted the Clerk’s brief on the main points raised by stakeholders in oral evidence to the Committee at the meeting of 14 November 2007.

The Meeting moved into closed session at 11.20am to discuss the Departmental implications and actions of the draft Budget, draft Programme for Government and draft Investment Strategy.

John McCallister left the meeting at 11.22am.
Raymond McCartney joined the meeting at 11.26am.
George Robinson left the meeting at 11.27am.
Stephen Moutray left the meeting at 11.30am.
The Minister, Conor Murphy, and officials David Sterling, Doreen Brown and Geoff Allister joined the meeting at 11.35am.
John McCallister rejoined the meeting at 12noon.
George Robinson rejoined the meeting at 12.15pm.
Jim Wells left the meeting at 12.16pm.
Stephen Moutray rejoined the meeting at 12.18pm.
The Minister and officials left the meeting at 12.45pm.

Members decided to return to consider the Committee’s response to the draft Budget, draft Investment Strategy and draft Programme for Government at the meeting of 21 November 2007.

9. Any Other Business.

There was no other business.

10. Date, venue and time of next meeting.

Next week’s meeting will be in Parliament Buildings in Room 144 at 10.30am on Wednesday 21 November 2007.

The Chairperson adjourned the meeting at 12.50 pm.
