The meeting opened at 10.36 am in public session.

Members noted the Chairperson’s recent meetings with:

Members noted that a draft work programme will be available at the next Committee meeting.

Members decided toconsider initiating a Committee inquiry this session and will bring ideas to the meeting next week.

  1. Draft Minutes.

The minutes of the meeting of 9 August 2007 were agreed.

  1. Matters Arising

The Committee noted:

The Committee agreed to meet with David Hall and NIPSA representatives that they would brief the Committee.

  1. The Disabled Persons (Badges for Motor Vehicles) (Amendment) Regulations (Northern Ireland) 2008.

Roy Sherman, Head of Roads Service’s Lands and Legislation Branch briefed the Committee on the proposed legislation. A question and answer session followed.

John McCallister joined the meeting at 11.04 am.  

  1. Residents’ Parking Schemes draft policy.

Bob Cairns, Director of Engineering and John Irvine, Head of Transportation and Engineering Policy Unit, briefed the Committee on the proposed scheme. A question and answer session followed. The Department agreed to consider the issues raised.  

Officials left the meeting at 11.40 am.
Committee adjourned at 11.40 am.
Stephen Moutray left the meeting at 11.40 am.
Committee reconvened at 11.56 am.
The Minister, Conor Murphy MP MLA, and DRD senior officials joined the meeting at 11.58 am.

  1. Briefing from the Minister on the progress of the Independent Review of Water and Sewerage.

The Minister, Conor Murphy MP MLA briefed the Committee on the proposed autumn work programme and the progress of the Independent Review of Water and Sewerage.

Members decided to move to closed session.
Meeting went into closed session at 12.06 pm.

The Committee discussed the procedure for handling publication of the Independent Review Panel’s Phase 1 report.

The Committeedecided to invite the Minister to brief it again on 10 October 2007.

The Minister and DRD senior officials left the meeting at 12.22 pm.

  1. Subordinate Legislation.

The Committee was content with the policy merits of the following SL1s noted at its meetings of 9 August 2007.

The Airports (Designation) (Power to Detain and Sell Aircraft) Order ( Northern Ireland) 2007;

The Committee was content with the policy merits of the following SL1s sent out to Members on 20 August 2007.

The Parking Places on Roads (Moira) Order ( Northern Ireland) 2007;

The Committee noted the following newly received SL1s:

The Committee noted receipt of the following Statutory Rules.

SR 2007/350 The Route U1 541 Creevangar Road, Omagh (Abandonment) Order ( Northern Ireland) 2007;
SR 2007/351 The Queens Road, Antrim (Abandonment) Order ( Northern Ireland) 2007; and
SR 2007/356 The Thornhill Road, Dungannon (Abandonment) Order ( Northern Ireland) 2007.

Members noted the following correspondence:

14/08/2007 - Letter from Friends of the Earth detailing a seminar on Climate Change and the Programme for Government.

  1. Any Other Business.

Members decided that Committee meetings would now start at 10.30 am.

  1. Date, venue and time of next meeting.

The Committee agreed that the next meeting be held on Wednesday 12 September 2007 at 10.30 am in Room 144. The Chairperson adjourned the meeting at 12.32pm.
