The Assembly met at 10.30am, the Speaker in the Chair.

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Speaker’s Business

2.1 End of Mandate

The Speaker made some remarks reflecting on the end of the four year tenure of the Assembly. Party representatives also spoke.

2.2 Royal Assent

The Speaker informed Members that Royal Assent had been signified on 22 March 2011 to the Employment Act (Northern Ireland) 2011 and the Budget Act (Northern Ireland) 2011.

3. Executive Committee Business

3.1 Statement - Capital Priorities for Health and Social Care

The Minister of Health, Social Services and Public Safety, Mr Michael McGimpsey, made a statement to the Assembly regarding capital priorities for health and social care, following which he replied to questions.

3.2 Motion - Continuation in Force of the Chief Local Government Auditor’s Code of Audit Practice 2006
Proposed:

That, in accordance with Article 5(3) of the Local Government (Northern Ireland) Order 2005, and so that it may continue in force, the Code of Audit Practice 2006 prepared by the Chief Local Government Auditor be approved.

3.3 Final Stage - Planning Bill (NIA Bill 7/10)

The Minister of the Environment, Mr Edwin Poots, moved that the Final Stage of the Planning Bill (NIA Bill 7/10) do now pass.

3.4 Final Stage - Justice Bill (NIA Bill 1/10)

The Minister of Justice, Mr David Ford, moved that the Final Stage of the Justice Bill (NIA Bill 1/10) do now pass.

Debate ensued.

The sitting was suspended at 1.00pm.

The sitting resumed at 2.00pm, with the Deputy Speaker (Mr McClarty) in the Chair.

The Deputy Speaker (Mr Molloy) took the Chair.
