The Assembly met at 10.30am, the Speaker in the Chair.

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Speaker’s Business

The Speaker informed Members that Mr Pat Sheehan had been returned as a Member of the Assembly for the Belfast West constituency to fill the vacancy that resulted from the resignation of Mr Gerry Adams.

Mr Pat Sheehan had signed the Roll of Members in the presence of the Speaker and the Clerk/Director General. The Speaker confirmed that Mr Pat Sheehan had signed the Roll and had entered his designation of identity.

3. Executive Committee Business

3.1 Final Stage - Commissioner for Older People Bill (NIA Bill 21/09)

The Junior Minister, Mr Gerry Kelly, moved that the Final Stage of the Commissioner for Older People Bill (NIA Bill 21/09) do now pass.

Debate ensued.

The Deputy Speaker (Mr McClarty) took the Chair.

Bill (NIA 21/09) passed Final Stage.

4. Private Member’s Business

4.1 Second Stage - Autism Bill (NIA Bill 2/10)

Mr Dominic Bradley moved the Second Stage of the Autism Bill (NIA Bill 2/10).

Debate ensued.

The sitting was suspended at 12.25pm.

The sitting resumed at 2.00pm, with Deputy Speaker (Mr Dallat) in the Chair.

5. Question Time

5.1 Agriculture and Rural Development

Questions were put to, and answered by, the Minister of Agriculture and Rural Development, Ms Michelle Gildernew.

5.2 Social Development

Questions were put to, and answered by, the Minister for Social Development, Mr Alex Attwood.

6. Private Members’ Business (Cont’d)

6.1 Second Stage - Autism Bill (NIA Bill 2/10) (Cont’d)

Debate resumed on the Second Stage.

The Deputy Speaker (Mr Molloy) took the Chair.

Bill (NIA 2/10) passed Second Stage.

6.2 Final Stage - Local Government (Disqualification) Bill (NIA Bill 7/09)

A valid Petition of Concern was presented in relation to the Final Stage under Standing Order 28, on Monday 6 December.

The Final Stage of the Local Government (Disqualification) Bill (NIA Bill 7/09) stood on the Order Paper in the name of Ms Dawn Purvis.

The Final Stage was not moved as Ms Purvis was unwell.

7. Adjournment

Mr Paul Givan spoke to his topic on the proposed new build for Dromore Primary School.
