The Assembly met at 10.30am, the Speaker in the Chair.
1. Personal Prayer or Meditation
Members observed two minutes’ silence.
2. Speaker’s Business
2.1 On behalf of the Northern Ireland Assembly, the Speaker expressed his deepest sympathy to the families of Mr John Harrison, Mr Jim Dougal, and of the three people who died in the helicopter crash on Saturday 23 October 2010.
2.2 The Speaker confirmed that this Plenary Sitting had been convened following receipt of a valid notice, signed by not less than 30 Members, in accordance with Standing Order 11, for the purpose of debating a motion on Comprehensive Spending Review Proposals (See Appendix 1).

3.1 Motion - Comprehensive Spending Review Proposals
Proposed:
That this Assembly has serious concerns about the impact of the British Government's Comprehensive Spending Review proposals; and calls on the Minister of Finance and Personnel to address these concerns.
