The Assembly met at 10.30am, the Speaker in the Chair.

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Speaker’s Business

The Speaker informed Members that he had been notified by the Chief Electoral Officer that Mr William Humphrey had been returned as a Member of the Assembly for the Belfast North constituency to fill the vacancy that resulted from the resignation of the Rt Hon Nigel Dodds.

Mr Humphrey had signed the Roll of Members on 14 September 2010 in the presence of the Speaker and the Clerk/Director General. The Speaker confirmed that Mr Humphrey had signed the Roll and had entered his designation of identity.

3. Executive Committee Business

3.1 Statement - North-South Ministerial Council Plenary Format Meeting

The deputy First Minister, Mr Martin McGuinness, made a statement to the Assembly regarding the North-South Ministerial Council Plenary format meeting, held on 5 July 2010, following which he replied to questions.

3.2 Statement - British-Irish Council Environment Sector Meeting

The Deputy Speaker (Mr Molloy) took the Chair.

The Junior Minister, Mr Robin Newton, made a statement to the Assembly regarding the British-Irish Council Environment Sector meeting, held in Newcastle on 15 July 2010, following which he replied to questions.

3.3 Statement - North-South Ministerial Council Health and Food Safety Sectoral Meeting

The Minister of Health, Social Services and Public Safety, Mr Michael McGimpsey, made a statement to Assembly regarding the North-South Ministerial Council Health and Food Safety Sectoral meeting, held on 2 June 2010, following which he replied to questions.

The sitting was suspended at 12.10pm.

The sitting resumed at 2.00pm, with the Speaker in the Chair.

3.4 Motion - Draft Strategic Investment and Regeneration of Sites (Maze/Long Kesh Development Corporation) ( Northern Ireland) Order 2010

Proposed:

That the draft Strategic Investment and Regeneration of Sites (Maze/Long Kesh Development Corporation) ( Northern Ireland) Order 2010 be approved.

Debate ensued.

The debate was suspended for Question Time.

Questions were put to, and answered by, the Minister of Enterprise, Trade and Investment, Mrs Arlene Foster.
