The Assembly met at noon, the Speaker in the Chair.

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Speaker’s Business

2.1 Royal Assent

The Speaker informed Members that Royal Assent had been signified on 2 August 2010 to the Employment Act ( Northern Ireland) 2010.

The Speaker informed Members that Royal Assent had been signified on 13 August 2010 to the Welfare Reform Act ( Northern Ireland) 2010 and the Roads (Miscellaneous Provisions) Act ( Northern Ireland) 2010.

2.2 Resignations and Appointments

The Speaker informed Members that he had received letters from Mrs Naomi Long resigning as a Member of the Assembly with effect from 5 July 2010; Mr Jim Shannon resigning as a Member of the Assembly with effect from 1 August 2010; and the Rt Hon Nigel Dodds resigning as a Member of the Assembly with effect from 10 September 2010.

The Speaker informed Members that he had been notified by the Chief Electoral Officer that Mr Paul Girvan had been returned as a Member of the Assembly for the South Antrim constituency to fill the vacancy that resulted from the resignation of Dr William McCrea; that Mr Sydney Anderson had been returned as a Member of the Assembly for the Upper Bann constituency to fill the vacancy that resulted from the resignation of Mr David Simpson; that Mr Chris Lyttle had been returned as a Member of the Assembly for the Belfast East constituency to fill the vacancy that resulted from the resignation of Mrs Naomi Long; and that Mr Simpson Gibson had been returned as a Member of the Assembly for the Strangford constituency to fill the vacancy that resulted from the resignation of Mr Jim Shannon.

Mr Girvan and Mr Anderson had signed the Roll of Members on 2 July 2010 in the presence of the Speaker and the Clerk/Director General. Mr Lyttle had signed the Roll of Members on 5 July 2010 in the presence of Deputy Speaker Molloy and the Clerk/Director General. Mr Gibson had signed the Roll of Members on 4 August 2010 in the presence of the Speaker and the Clerk/Director General. The Speaker confirmed that the Members had signed the Roll and had entered their designations of identity.

The Speaker informed Members that he had received correspondence from the nominating officer of the Democratic Unionist Party, the Rt Hon Peter Robinson, nominating Mr Jonathan Craig as Chairperson of the Audit Committee, with effect from 13 September 2010. The Speaker confirmed the appointment.

3. Executive Committee Business

3.1 Statement - Governance Issues in Northern Ireland Water

The Minister for Regional Development, Mr Conor Murphy, made a statement to the Assembly regarding the Governance Issues in Northern Ireland Water, following which he replied to questions.

3.2 Statement - North-South Ministerial Council Education Sectoral Meeting

The Deputy Speaker (Mr Molloy) took the Chair.

The Minister of Education, Ms Caitríona Ruane, made a statement to the Assembly regarding the North-South Ministerial Council Education Sectoral meeting, held on 23 June 2010, following which she replied to questions.

3.3 Statement - Access to Justice

The Minister of Justice, Mr David Ford, made a statement to the Assembly regarding Access to Justice, following which he replied to questions.

3.4 Statement - Inter-governmental Agreement on Co-operation on Criminal Justice Matters

The Speaker took the Chair.

4.1 Office of the First Minister and deputy First Minister

Questions were put to, and answered by, the deputy First Minister, Mr Martin McGuiness. The Junior Minister, Mr Gerry Kelly, also answered a number of questions.

5.1 Statement - Public Expenditure: 2009/10 Provisional Outturn and 2010/11 June Monitoring Round

The Deputy Speaker (Mr Molloy) took the Chair.

The Minister of Finance and Personnel, Mr Sammy Wilson, made a statement to the Assembly regarding the Public Expenditure 2009/10 Provisional Outturn and 2010/11 June Monitoring Round, following which he replied to questions.

5.2 Statement - North-South Ministerial Council Trade and Business Development Sectoral Meeting

The Minister of Enterprise, Trade and Investment, Mrs Arlene Foster, made a statement to the Assembly regarding the North-South Ministerial Council Trade and Business Development Sectoral meeting, held on 30 June 2010, following which she replied to questions.

5.3 Motion - Jobseeker's Allowance (Lone Parents) (Availability for Work) Regulations ( Northern Ireland) 2010

Proposed:

That the Jobseeker's Allowance (Lone Parents) (Availability for Work) Regulations ( Northern Ireland) 2010 be approved.
