The Assembly met at 10.30am, the Speaker in the Chair.

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Speaker’s Business

2.1 The Speaker informed Members that he had received correspondence from the nominating officer of the Social Democratic and Labour Party, Ms Margaret Ritchie, nominating Mr Pat Ramsey as Chairperson of the Committee on Standards and Privileges and Mr PJ Bradley as Deputy Chairperson of the Committee for Culture, Arts and Leisure with effect from 28 May 2010. The Speaker confirmed the appointments.

3. Matters of the Day

3.1 Attack on Gaza Aid Convoy

Mr Raymond McCartney made a statement, under Standing Order 24, in relation to the Attack on the Gaza Aid Convoy. Party representatives were also called to speak on the matter.

3.2 Death of Mr Bobby Moffett

Mr Alban Maginness made a statement, under Standing Order 24, in relation to the death of Mr Bobby Moffett. Party representatives were also called to speak on the matter.

4. Executive Committee Business

4.1 Ministerial Statement - Publication of Planning Policy Statement 21: Sustainable Development in the Countryside

The Deputy Speaker (Mr Dallat) took the Chair.

The Minister of the Environment, Mr Edwin Poots, made a statement to the Assembly regarding the Publication of Planning Policy Statement 21: Sustainable Development in the Countryside, following which he replied to questions.

4.2 First Stage - Energy Bill (NIA 23/09)

The Minister of Enterprise, Trade and Investment, Mrs Arlene Foster, introduced a Bill to make further provision in connection with the regulation of the gas and electricity industries.

Bill passed First Stage and ordered to be printed (NIA Bill 23/09).

4.3 Second Stage - Licensing and Registration of Clubs (Amendment) Bill (NIA 19/09)

The Minister for Social Development, Mr Alex Attwood, moved the Second Stage of the Licensing and Registration of Clubs (Amendment) Bill (NIA 19/09).

Debate ensued.

The debate was suspended at 12.26pm.

The debate resumed at 2.00pm, with the Deputy Speaker (Mr McClarty) in the Chair.
