Members observed two minutes’ silence.

2. Executive Business

2.1 Second Stage - High Hedges Bill (NIA 15/09)

The Minister of the Environment, Mr Edwin Poots, moved the Second Stage of the High Hedges Bill (NIA 15/09).

Debate ensued.

The Deputy Speaker (Mr Molloy) took the Chair.

Bill (NIA 15/09) passed Second Stage.

2.2 Second Stage - Construction Contracts (Amendment) Bill (NIA 16/09)

The Second Stage of the Construction Contracts (Amendment) Bill (NIA 16/09) stood on the Order Paper in the name of the Minister of Finance and Personnel, Mr Sammy Wilson.

The Second Stage of the Bill was not moved.

3. Committee Business

3.1 Motion - Extension of Committee Stage: Waste and Contaminated Land (Amendment) Bill (NIA Bill 10/09)

Proposed:

That, in accordance with Standing Order 33(4), the period referred to in Standing Order 33(2) be extended to 5 November 2010, in relation to the Committee Stage of the Waste and Contaminated Land (Amendment) Bill (NIA Bill 10/09).

The Question being put, the Motion was carried without division.

3.2 Motion - Extension of Committee Stage: Local Government (Finance) Bill (NIA Bill 14/09)

Proposed:

That, in accordance with Standing Order 33(4), the period referred to in Standing Order 33(2) be extended to 17 December 2010, in relation to the Committee Stage of the Local Government (Finance) Bill (NIA Bill 14/09).

3.3 Motion - Prayer of Annulment - S.R. 2010/125

The following motion stood on the Order Paper in the name of the Chairperson of the Committee for Agriculture and Rural Development.

Proposed:

That the Eggs and Chicks Regulations ( Northern Ireland) 2010 (S.R. 2010/125) be annulled.

The Motion was not moved.

4. Private Members’ Business

4.1 Motion - Legislative Change on Credit Unions

Proposed:

That this Assembly reaffirms its resolution of 17th February 2009 on the report of the Committee for Enterprise, Trade and Investment, unanimously supporting the expansion of credit union services including through their future regulation by the Financial Services Authority; notes the Treasury paper of 8th July 2009 which accepted the Assembly’s key recommendations on credit union regulation and service enhancement; regrets that the opportunity to deliver necessary change in primary legislation through amendment to the Financial Services Bill in Westminster was lost; welcomes the current consultation by the Treasury and the Department of Enterprise, Trade and Investment on “Proposals for regulatory reform of credit unions in Northern Ireland”; and calls on the Minister of Enterprise, Trade and Investment to pursue appropriate legislative change with the incoming Chancellor as a matter of priority.

5. Question Time

5.1 Office of the First Minister and deputy First Minister

Questions were put to, and answered by, the deputy First Minister, Mr Martin McGuinness. The Junior Minister, Mr Gerry Kelly, also answered a number of questions.

Following disorder in the Chamber, the Speaker suspended the sitting at 3.01pm.

On resumption of the sitting at 3.02pm, the Speaker ordered Mr Gerry McHugh to withdraw immediately from the Chamber. Mr McHugh withdrew from the Chamber.

5.2 Enterprise, Trade and Investment

Questions were put to, and answered by, the Minister of Enterprise, Trade and Investment, Mrs Arlene Foster.
