2.1 Book of Condolence

On behalf of the Northern Ireland Assembly, the Speaker expressed his deepest sympathy to all Polish people following the tragic death of their President, Lech Kaczynski, and informed Members that a Book of Condolence had been opened.

2.2 Royal Assent

The Speaker informed Members that Royal Assent had been signified on 26 March 2010 to the Budget (No.2) Act (Northern Ireland) 2010 and the Local Government (Miscellaneous Provisions) Act (Northern Ireland) 2010.

4.1 Car Bomb at Palace Barracks

Mr Alban Maginness made a statement, under Standing Order 24, in relation to the Car Bomb at Palace Barracks. Party representatives were also called to speak on the matter.

5.1 First Stage - Welfare Reform Bill (NIA 13/09)

The Minister for Social Development, Ms Margaret Ritchie, introduced a Bill to amend the law relating to social security; to amend the law relating to child support; and for connected purposes.

Bill passed First Stage and ordered to be printed (NIA Bill 13/09).

5.2 Motion - Ministerial Offices (Number and Functions) Determination 2010
Proposed:

That the Ministerial Offices (Number and Functions) Determination 2010 be approved.

6.1 Filling of the Office of Minister of Justice
Ulster Unionist Party Nomination

Sir Reg Empey, the nominating officer for the Ulster Unionist Party, nominated Mr Danny Kennedy to be Minister of Justice.

The Question being put, the Nomination was not approved (Division 1).

Social Democratic and Labour Party Nomination

Ms Margaret Ritchie, the nominating officer for the Social Democratic and Labour Party, nominated Mr Alban Maginness to be Minister of Justice.

The Question being put, the Nomination was not approved (Division 2).

Alliance Party Nomination

Mrs Long, the nominating officer for the Alliance Party, nominated Mr David Ford to be Minister of Justice.

The Question being put, the Nomination was approved by parallel consent(Division 3).

Mr David Ford affirmed the terms of the Pledge of Office as set out in Schedule 4 to the Northern Ireland Act 1998. The Speaker confirmed the appointment of Mr David Ford as Minister of Justice.

Proposed:

The Speaker outlined the procedure for the appointment of Chairs and Deputy Chairs of Statutory Committees.

8.2 Democratic Unionist Party Nomination

Rt Hon Peter Robinson, the nominating officer for the Democratic Unionist Party, nominated the Lord Morrow to be Chairperson of the Committee for Justice. The Lord Morrow indicated his agreement to accept the nomination.

The Speaker confirmed the appointment of the Lord Morrow as Chairperson of the Committee for Justice.

8.3 Sinn Féin Nomination

Mr John O’Dowd, the nominating officer for Sinn Féin, nominated Ms Jennifer McCann to be Chairperson of the Committee for Finance and Personnel. Ms Jennifer McCann indicated her agreement to accept the nomination.

The Speaker confirmed the appointment of Ms Jennifer McCann as Chairperson of the Committee for Finance and Personnel.

8.4 Democratic Unionist Party Nomination

Rt Hon Peter Robinson, the nominating officer for the Democratic Unionist Party, nominated Mr Mervyn Storey to be Chairperson of the Committee for Education. Mr Mervyn Storey indicated his agreement to accept the nomination.

The Speaker confirmed the appointment of Mr Mervyn Storey as Chairperson of the Committee for Education.

8.5 Ulster Unionist Party Nomination

Mr John O’Dowd, the nominating officer for Sinn Féin, nominated Mr Raymond McCartney to be Deputy Chairperson of the Committee for Justice. Mr Raymond McCartney indicated his agreement to accept the nomination.

The Speaker confirmed the appointment of Mr Raymond McCartney as Deputy Chairperson of the Committee for Justice.

8.15 Alliance Party Nomination

Mr Kieran McCarthy, the nominating officer for the Alliance Party, nominated Mrs Naomi Long to be Deputy Chairperson for the Committee for the Office of the First Minister and deputy First Minister. Mrs Naomi Long indicated her agreement to accept the nomination.

The Speaker confirmed the appointment of Mrs Naomi Long as Deputy Chairperson of the Committee for the Office of the First Minister and deputy First Minister.
