The Assembly met at noon, the Speaker in the Chair

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Speaker’s Business

2.1 The Speaker delivered a ruling on withdrawal of Petitions of Concern arising out of a Plenary session on 3 November 2009.

2.2 The Speaker informed Members that he had received a letter from Mr Francie Brolly resigning as a Member of the Assembly with effect from Friday 11 December 2009. The Speaker advised that he had notified the Chief Electoral Officer, in accordance with section 35 of the Northern Ireland Act 1998.

3. Executive Committee Business

3.1 Statement - North-South Ministerial Council Meeting in Agriculture Sectoral Format

The Minister of Agriculture and Rural Development, Ms Michelle Gildernew, made a statement to the Assembly regarding the North-South Ministerial Council meeting in Agriculture Sectoral format, held on 18 November 2009, following which she replied to questions.

3.2 Statement - North-South Ministerial Council Meeting in Aquaculture and Marine Sectoral Format

The Deputy Speaker (Mr McClarty) took the Chair.

The Minister of Agriculture and Rural Development, Ms Michelle Gildernew, made a statement to the Assembly regarding the North-South Ministerial Council meeting in Aquaculture and Marine Sectoral format, held on 18 November 2009, following which she replied to questions.

4. Committee Business

4.1 Motion - Report on the Inquiry into Climate Change

Proposed: That this Assembly approves the Report of the Committee for the Environment on its Inquiry into Climate Change; and calls on the Minister of the Environment, in liaison with Executive colleagues, to bring forward a timetable for implementing the recommendations contained in the report.

The Question being put, the Motion was carried without division.

5. Private Members’ Business

5.1 Motion - Under 25s Not in Education, Employment or Training

Proposed: That this Assembly notes that one third of all benefit claimants are now under 25 years old and that one fifth of people aged 16-24 are classed as ‘Not in Education, Employment or Training’; welcomes the study on this issue currently being undertaken by the Department for Employment and Learning; and calls on the Minister to bring forward a cross-departmental strategy and programme, in conjunction with Executive colleagues, to prevent these young people becoming a lost generation.
