The Assembly met at noon, the Speaker in the Chair
1. Personal Prayer or Meditation
Members observed two minutes’ silence.
2. Speaker’s Business
2.1 The Speaker confirmed that the Plenary sitting had been convened following receipt of a valid notice from the First Minister and deputy First Minister, under Standing Order 11, for the purpose of an oral statement by the Minister of Finance and Personnel.
2.2 The Speaker informed Members that Royal Assent had been signified on 2 July 2009 to the Presumption of Death Act (Northern Ireland) 2009.
2.3 The Speaker informed Members that, on Tuesday 30 June 2009, Mr Sammy Wilson had taken up the office of Minister of Finance and Personnel; Mr Nelson McCausland had taken up the office of Minister of Culture, Arts and Leisure; and Mr Edwin Poots had taken up the office of Minister of the Environment. The Speaker also informed Members that, on Wednesday 1 July 2009, Mr Robin Newton had taken up the office of junior Minister.

3.1 Statement - Public Expenditure: 2009-10 June Monitoring and Provisional Outturn 2008-09
The Minister of Finance and Personnel, Mr Sammy Wilson, made a statement to the Assembly regarding Public Expenditure: 2009-10 June monitoring and provisional outturn 2008-09, following which he replied to questions.
