2. Executive Committee Business

2.1 Statement - North-South Ministerial Council Transport Sectoral Format

The Minister for Regional Development, Mr Conor Murphy, made a statement to the Assembly regarding the North-South Ministerial Council Transport sectoral format meeting, following which he replied to questions.

2.2 Statement - Economic Benefits of Development Proposals

The Minister of the Environment, Mr Sammy Wilson, made a statement to the Assembly regarding economic benefits of development proposals, following which he replied to questions.

3. Private Members’ Business

3.1 Motion - RUC Museum

Proposed: That this Assembly supports the suggestions for an RUC Museum at Brooklyn Headquarters near to the Garden of Remembrance; and calls on the Northern Ireland Office to allocate the necessary funding to enable building to begin during 2009.

3.3 Amendment

Proposed: Leave out all after ‘Assembly’ and insert :

‘notes the proposal for an RUC museum; believes that methods to acknowledge the past, including the role of the RUC and the different experiences of policing over the years, should be developed; and recommends that the Department for Culture, Arts and Leisure, the Policing Board, the Police Service of Northern Ireland, the Commission for Victims and Survivors and the future victims and survivors forum should consider the matter.’

5.1 Motion - RUC Museum (cont’d)

Debate resumed on the Motion.

The Amendment being put, the Amendment fell without division.

The Question being put, the Motion was carried without division.

5.2 Motion - Children Missing from Care

Proposed: That this Assembly notes with concern the failure of the Department of Health, Social Services and Public Safety to monitor and maintain baseline figures relating to the number of children who go missing from care and the number of such incidents per child; demands action to address the lack of access to specialist therapeutic support services for these children across all Health and Social Care Trust areas; recognises the pressure on police resources and time in retrieving these children; calls on the Minister of Health, Social Services and Public Safety to place greater emphasis on the needs of missing children and to ensure that his Department accurately accounts for these children in its role as corporate parent; and provides a clear strategy and resources to address the reasons for these children going missing and the risks to which they are exposed during their absence.

5.3 Amendment

Proposed: At end insert :

‘; furthermore notes the danger of sexual exploitation that children missing from care can face; notes the successful approach of the Manchester Safeguarding Children Board ‘Protect Team’; and calls on the Northern Ireland Office to ensure that the Police Service of Northern Ireland, in conjunction with the Department of Health, Social Services and Public Safety and the relevant voluntary sector organisations, provide an enhanced Protect Team for Northern Ireland with a view to preventing the sexual exploitation of children and young people.’
