 The Assembly met at 10.30 am, the Speaker in the Chair

1. Personal Prayer or Meditation

Members observed two minutes’ silence.

2. Matters of the Day - Rosslea Roadside Bomb

2.1 The Rt Hon Dr Ian Paisley made a statement, under Standing Order 23A, in relation to the Rosslea roadside bomb attack on Saturday 14 June 2008. A number of other Members were called to speak on the matter.

3. The Speaker’s Business

3.1 The Speaker informed Members that he had received correspondence from the First Minister and deputy First Minister, dated 12 June 2008, in relation to the referral of a ministerial decision to the Executive Committee relating to an environmental protection agency.

3.2 The Speaker informed Members that he had received correspondence from the nominating officer of the Democratic Unionist Party, the Rt Hon Peter Robinson, nominating: Mr Mervyn Storey as Chairperson of the Committee for Education; Mr David Simpson as Chairperson of the Committee for Social Development; Mr Simon Hamilton as Deputy Chairperson of the Committee for Finance and Personnel; and Mr Robin Newton as Deputy Chairperson of the Committee for Employment and Learning.

3.3 The Speaker informed Members that the application for judicial review, by former members of the Assembly Secretariat against the Assembly Commission, had been withdrawn by the applicants.

4. Executive Committee Business
4.1 First Stage - Public Authorities (Reform) Bill (NIA 19/07)

The junior Minister, Mr Gerry Kelly, introduced a Bill to make provision for, or in connection with, the abolition of certain public authorities.

Bill passed First Stage and ordered to be printed (NIA Bill 19/07).

4.2 First Stage - Civil Registration Bill (NIA 20/07)

The Minister of Finance and Personnel, Mr Nigel Dodds, introduced a Bill to amend the Births and Deaths Registration (Northern Ireland) Order 1976; to provide for access to information relating to marriages and civil partnerships and information contained in the Adopted Children Register and the Gender Recognition Register, for the notification of the registration of marriages and civil partnerships, for the Registrar General to supply commemorative documents and for a register called the Record of Northern Ireland Connections; and for connected purposes.

Bill passed First Stage and ordered to be printed (NIA Bill 20/07).

4.3 Consideration Stage - Budget (No. 2) Bill (NIA 18/07)

The Minister of Finance and Personnel, Mr Nigel Dodds, moved that the Consideration Stage of the Budget (No.2) Bill be agreed.

The question being put, it was agreed without division that Clauses 1 to 8 stand part of the Bill.

Schedules

The question being put, it was agreed without division that Schedules 1 to 3 stand part of the Bill .

4.4 Consideration Stage - Child Maintenance Bill (NIA 17/07)

The Minister for Social Development, Ms Margaret Ritchie, moved that the Consideration Stage of the Child Maintenance Bill be agreed.

The question being put, it was agreed without division that Clauses 1 to 42 stand part of the Bill.

The question being put, it was agreed without division that Schedules 1 to 5 stand part of the Bill .

4.5 Further Consideration Stage - Charities Bill (NIA 9/07)

The Minister for Social Development, Ms Margaret Ritchie, moved that the Further Consideration Stage of the Charities Bill be agreed.

No amendments were tabled to the Bill.

Bill NIA 9/07 passed Further Consideration Stage and stood referred to the Speaker for consideration in accordance with Section 10 of the Northern Ireland Act 1998.

4.6 Motion - Draft Companies (Public Sector Audit) Order ( Northern Ireland) 2008

Proposed: That the Draft Companies (Public Sector Audit) Order ( Northern Ireland) 2008 be approved.

5.2 Motion - Child Poverty in Northern Ireland

Proposed: That this Assembly approves the Report of the Committee for the Office of the First Minister and deputy First Minister (08/07/08R) on its Inquiry into Child Poverty in Northern Ireland; and calls on the Executive to bring forward a detailed plan of action to deliver its targets to eliminate child poverty.
