Members observed two minutes’ silence.

2. Speaker’s Business

2.1 The Speaker informed Members that, on Monday 9 June 2008, Mr Nigel Dodds had taken up the office of Minister of Finance and Personnel; Mrs Arlene Foster had taken up the office of Minister of Enterprise, Trade and Investment; Mr Gregory Campbell had taken up the office of Minister of Culture, Arts and Leisure; and Mr Sammy Wilson had taken up the office of Minister of the Environment.

3. Executive Committee Business
3.1 Motion - Accelerated Passage Child Maintenance Bill (NIA 17/07)

Proposed: That the Child Maintenance Bill proceed under the accelerated passage procedure, in accordance with Standing Order 40(4).

3.2 Second Stage - Child Maintenance Bill (NIA 17/07)

3.3 Second Stage - Budget (No. 2) Bill (NIA 18/07)

The Minister of Enterprise, Trade and Investment, Mrs Arlene Foster, on behalf of th e Minister of Finance and Personnel, moved that the Second Stage of the Budget (No. 2) Bill (NIA 18/07) be agreed.

Debate ensued.

Debate resumed on the Second Stage of the Budget (No. 2) Bill.

NIA Bill 18/07 passed Second Stage with cross-community support (Division No. 1).

4.2 Final Stage - Mesothelioma, etc., Bill (NIA 16/07)

The Minister for Social Development, Ms Margaret Ritchie, moved that the Final Stage of the Mesothelioma, etc., Bill (NIA 16/07) be agreed.

NIA Bill (16/07) passed Final Stage.

5. Committee Business
5.1 Motion - First Report on Training for Success

Proposed: That this Assembly approves the first report of the Committee for Employment and Learning on Training for Success (34/07/08R); and calls on the Minister for Employment and Learning to incorporate the report’s recommendations into his Department’s ongoing review of Training for Success.

5.2 Extension of Committee Stage: Goods Vehicles (Licensing of Operators) Bill (NIA 15/07)

Proposed: That, in accordance with Standing Order 31(4), the period referred to in Standing Order 31(2) be extended to 12 December 2008, in relation to the Committee Stage of the Goods Vehicles (Licensing of Operators) Bill (NIA Bill 15/07).

6.1 Motion - Victoria Cross for Lt Col Blair Mayne

Proposed: That this Assembly recognises the bravery which was displayed by Lt Col Blair Mayne during the Second World War and calls on the Ministry of Defence to reconsider the application for the posthumous award of the Victoria Cross.

6.2 Amendment

Proposed: Leave out all after ‘bravery’ and insert:

‘of many men and women in His Majesty’s Forces during the Second World War, including that which was displayed by Lt Col Blair Mayne; and calls on the Ministry of Defence to reconsider previous recommendations made on their behalf for the application for the posthumous award of the Victoria Cross.’
