The meeting opened at 11.04am in private session.

The Chairman welcomed the Clerk Assistant to the meeting.

The Chairman indicated that there had been a formal request from the media to film at least part of the Committee’s proceedings.

Agreed: Members agreed to the request for a limited period.

The meeting opened at 11.10 in public session.

  1. Minutes of Proceedings of meeting held on 1 July 2008

Agreed: The Committee agreed the minutes of the meeting held on 1 July 2008, as amended.

  1. Matters arising
3.1 Dual Mandates

Members noted that the Minister of the Environment had not yet replied to the request to meet with the Chair and Deputy Chair of the Assembly and Executive Review Committee, and the Chair and Deputy Chair of the Environment Committee.

Agreed: Members agreed that the Clerk should write to the Clerk of the Environment Committee to request that the Minister be asked to agree to an early meeting.

3.2 Party Position Papers on Multiple Mandates

Members noted that all Party Position Papers relating to Multiple Mandates had been circulated to Party Leaders.

Agreed: The Committee agreed to await the outcome of the proposed meeting with the Minister of the Environment before considering the matter further.

Mrs Carmel Hanna joined the meeting at 11.13am

3.3 Efficiency Review Panel

Members noted that no reply had been received from the First Minister and Deputy First Minister in relation to the request that they appear before the Committee to discuss matters of mutual, and overlapping, interest in relation to the Efficiency Review Panel.

Agreed: Members agreed that a letter should be sent to OFMdFM to request a reply.

  1. Correspondence

Members considered correspondence from the First Minister and deputy First Minister, and from the Speaker, both of which related to the devolution of policing and justice matters. There was a general discussion and some Members expressed views on the proposals contained in the letter from the First Minister and deputy First Minister.

Agreed: Members agreed that the Committee should seek a fresh mandate from the Assembly to further involve itself in matters relating to the devolution of policing and justice.

Agreed: Members also agreed that the First Minister and Deputy First Minister should be invited to appear before the Committee on 16 September 2008.

Agreed: Members agreed that the Clerk should prepare a draft motion for consideration at the meeting on 16 September.

Mr McCartney and Mr McCausland left the meeting at 11.46am.

  1. Chairman’s Business

Members noted details of a forthcoming visit by the Committee for Domestic Affairs of the Landtag of Sachsen – Anhalt to Parliament Buildings on September 16 th. Members requested further details of the purpose of the visit, including the Terms of Reference from the visiting Committee, although some Members agreed, in principle, to meet the delegation.

The next meeting will be held on Tuesday, 16 th September 2008 at 11.00am in Room 144, Parliament Buildings.

The Chairperson adjourned the meeting at 12.13pm.
