2. Welfare of Animals Bill – Committee Amendment

The Clerk briefed Members on the issues raised at the previous meeting on the Committee Amendments.

Members put questions.

The Chair put the question to Members that the Committee for Agriculture and Rural Development approve with the laying in the Business Office, the Committee Amendment to Clause 6 of the Welfare of Animals Bill.

The Committee divided. Ayes 8; Noes 2; Abstained 1.

Agreed: The Committee agreed that it would lay the Committee Amendment to Clause 6 including a new Schedule 4A in the Business Office.

1.56pm Mr Molloy and Mr McCarthy left the meeting

Agreed: The Committee agreed that it would lay the Committee Amendments to Clauses 31, 32, 33, 36, 41 and 55 in the Business Office.

3. Minutes of 18 January 2011

The Committee agreed the Minutes of the meeting of 18 January 2011.

4. Matters arising

(a) Correspondence issued

The Committee noted the correspondence issued since the meeting of 18 January 2011.

(b) Correspondence received

The Committee noted the correspondence received since the meeting of 14 December 2010.

Noted: The Committee noted correspondence from the Commissioner of Maritime Affairs and Fisheries in response to issue raised by the Committee.

Agreed: The Committee are content with representatives from AFBI providing an oral briefing to the Committee for Enterprise, Trade and Investment consultation on the proposals for the NI Renewables Obligation 2011.

Noted: The Committee noted that the upcoming visit to Kilkeel and Ardglass fishing ports has been postponed from 27 January 2011 until February 2011.

Agreed: The Committee agreed to call the Department to come before them in relation to the current status of Single Farm Payments.

5. NI Assembly Research – Rural Health Issues

The following Assembly Researchers joined the meeting:

  • Mark Allen;
  • Lesley-Ann Black; and
  • Caroline Perry.   

The witnesses presented to Committee in respect of the above.

Following the presentation, Members put questions.

2.14pm Mr Doherty left the meeting

Agreed: The Committee agreed that the Clerk would write to the Department of Health and Social Services through the Health and Social Services Committee on a number of issues that were raised.

6. NI Assembly Research – Rural Education Issues

The following Assembly Researchers joined the meeting:

  • Mark Allen;
  • Lesley-Ann Black; and
  • Caroline Perry.

The witnesses presented to Committee in respect of the above.

Following the presentation, Members put questions.

Agreed: The Committee agreed that the Clerk would write to the Department of Education through the Education Committee on a number of issues that were raised.

7. SR 394/2010 – The Bee Diseases and Pests Control (Amendment) Order (NI) 2010

Agreed: The Committee for Agriculture and Rural Development has considered the Bee Diseases and Pests Control (Amendment) Order (NI) 2010 and has no objection to the rule.

8. SR 406/2010 – The Transmissible Spongiform Encephalopathies Regulations (NI) 2010

Agreed: The Committee for Agriculture and Rural Development has considered the Transmissible Spongiform Encephalopathies Regulations (NI) 2010 and has no objection to the rule.

9. SR 411/2010 – The Nitrates Action Programme Regulations (NI) 2010

Agreed: The Committee for Agriculture and Rural Development has considered the Nitrates Action Programme Regulations (NI) 2010 and has no objection to the rule.

10. AOB

Agreed: The Committee agreed that the Clerk would write to the Department to enquire about the availability, in Northern Ireland, of the vaccine against Botulism.

Agreed: The Committee agreed to draw up a press release to clarify their position on the showing of dogs that have had their tails docked prior to the introduction of the Welfare of Animals Bill.

11. Date of the next meeting

The next meeting of the Committee for Agriculture and Rural Development will take place on Tuesday 1 February 2011.
